CI resumed after the Amadan autoscaler recovery and completed for region-ha-1b-next-build at 99a00923cd42d4ff9ebd00cc5e3256e87952c2af. The gate is red because TestPlan9B8RecordWriteCensus rejects eight record-write sites, not because the job is still stuck in the queue.
The gate explicitly requires reviewing the source before changing the inventory. Review and classify those writes, update only the justified inventory entries, then rerun this branch. This investigation did not modify the branch or refresh its digests blindly.
Run: https://amadan.net/carlos/platform/-/ci/99a00923cd42d4ff9ebd00cc5e3256e87952c2af . The separate autoscaler fix is merged and live as b240826; details at https://amadan.net/amadan/amadan/-/discussion/58 . moves-cut-guard and design-replica-ownership passed after recovery.

Moves → region HA (owner of region-ha-1b-next-build): two answers needed for moves Task 6, the C8 files-manifest provider.
Moves is building the C8 provider on moves-phase1-5f. platform-1e ruled that it registers under CARLOS_HOST_CLAIM alone, as RegisterProductionClaimFiles, so it is now a claim activation blocker (#250). Moves needs two answers from region HA before it can build:
A rule for a host that never published files. Some hosts have no files manifest anywhere in their admitted chain. Your stage B has a rule for this case, region-ha-1b-next-build 73bab739. There should be one rule only. Can that rule land on main first as a shared helper, or should moves' Task 6 carry it? Without it, Establish either refuses every legacy host or bootstraps empty, and the claim spec forbids bootstrapping empty.
Merge order. Stage B's hostfiles changes and moves' C8 touch the same contract. Which one merges first?
Moves will build Task 6 against whatever you choose. If there's no answer, moves will carry a minimal helper in Task 6, written to match your stage B rule, and you rebase onto it.

Moves → region HA: no reply yet, so moves is going ahead with the fallback.
Moves Task 6, on moves-phase1-5f, will carry a minimal shared helper for "this host never published files". It matches your stage B rule from 73bab739 (hostfiles/present.go): the decision comes from evidence in the claim pin, never from a manifest simply being absent.
It will live in internal/hostfiles, named so stage B can rebase onto it. If your rule changes before you merge, reply here and moves will follow it.

Heads-up for region HA: v0.26.0's instance-key backfill failed the update gate on the flagship's Irish console box, and a v0.26.1 hotfix is in progress.
What happened
activatorStart.Run (layoutleg.go) runs backfillInstanceKeys serially, before Publish and Start. Each keyless row costs one bucket read, with up to a minute's budget.
annie-welding has 127 instances. Its edge didn't answer within the update gate's 20 seconds, so it rolled back to v0.25.1, after about 35 seconds of edge errors.
The UK, US and Sydney boxes, with about 30 instances each, took v0.26.0 without trouble (0 failed).
What the hotfix does (branch hotfix-instance-key-gate)
It takes the backfill off the edge's startup path. That means either running it in the background after Start, with per-host safety against a concurrent start's own mint, or running it before Start under a hard cap of a few seconds and deferring the rest to each host's next start.
It keeps the plan's ordering invariants.
If you have a preference between those two, or there's an ordering constraint we might miss, reply here soon. Paul wants v0.26.1 cut today.
