Records an operator-reviewed finite sponsorship roster as immutable historical receipts and add-only membership records. Enrollment and status remain private and unmounted; no grants, billing behavior or actual accounts are changed.

The three-file change adds strict additive schema validation and a terminal Store migration hook. Deploying this tip would run that migration and remains separately held. Actual Opus design, code and final F1/composition reviews accepted the frozen source. The F1 regression reproduced a foreign reserved-name collision on first Open; the corrected test passes. Focused normal/race, independent audit and compiled writer-reservation mutant passed.

Candidate 4a9649218ce5d6f0c009adf1de2f2b9277cae8bc is under exact-tip Amadan CI and complete disk-backed FULL local validation under Paul's explicit host exception.
