A sponsored-cohort preview needs a consistent view of every console-local account, including retired and ownerless accounts, without treating stored dates or billing absence as eligibility proof.

This preparatory change adds one unmounted, unexported inventory helper. All eight SELECTs share one SQLite transaction and return raw account, owner, retirement and billing facts. Errors discard partial results. It does not enroll accounts, grant sponsorship, mount an endpoint, change schema or call providers.
