Host claim Plan 8: three decisions for Paul (floor release, declare-lost attestation, actor roster) open

On branch design-replica-ownership

Plan 8 (execution leases, declaring a box lost, the protocol floor) found seven contracts the claim spec did not define. Claim spec rev 6.17 (70850ba4, design-replica-ownership) now proposes all seven: §7.3 for D2-D6 and §10.1 for D1 and D7. Everything is marked PROPOSED until you rule on three points.

P1. Which release becomes the floor. Under D1, the floor is an authenticated release tag mapped to signed artifact hashes, not a short SHA. Every box also gets a root-held pre-exec guard, so an update or rollback can never run a binary below the floor, even offline. Recommended: the first tagged release that contains the finished claim and moves integrations, box identity (#212), the census and the guarded boot and recovery paths.

P2. What an operator attests when declaring a box lost. Under D2, carlos ops host resolve <host> --declare-lost <box> runs a fresh EC2 DescribeInstances with the operator's own credentials and requires the instance to be stopped or terminated. The console never gets EC2 permissions, so it cannot verify cloud state itself. The operator therefore attests three things:

  • they hold the compute fence;
  • any restart will be a cold start through the quarantine gate;
  • for the destroyed-local exception, the storage really is destroyed (termination alone is not enough, because EBS volumes can survive it).

Recommended: accept those attestations from fleet operators.

P3. An explicit roster of boxes and consoles. Under D7, a root-signed control/host-actors.json lists every box and console that may take part. Heartbeats describe members but never add or remove them. Lifecycle starts and executable updates take reservations in this file, so a start cannot race a downgrade. Recommended: membership is by explicit, operator-approved enrollment. Offline machines stay required until they are fenced or retired.

Scope warning. D1 and D7 reach beyond the claim: they touch the system-update path (guard-exec before .prev, rollback) and add a deployment-wide membership object.

What happens either way. Plan 8 builds the claim-internal parts now as inert libraries: the lease controller (D6), loss records (D4), lost-box transitions (D5) and quarantine (D3). The D1 and D7 system integration becomes a later Plan 8b that waits for your rulings. Nothing activates until you flip CARLOSHOSTCLAIM using the runbook in Plan 8.

Plan 5 (console operations) found six more gaps. Claim spec rev 6.18 (3621aae7) proposes them as §5.9, P5-D1 to P5-D6: admission format, inventory and executors, evidence for regional workers, the purge journal, placement, and create/purge recovery. Several depend on which way you take #232 (host ownership). Each P5 decision says how #232 would change it.

Three more decisions are needed from you:

P4. Adoption policy (P5-D2). Two options:

  • Backfill only (#232's direction). Adoption happens in one frozen, deployment-wide backfill, with a temporary create freeze. Doors refuse legacy hosts that haven't been claimed yet.
  • Lazy adoption. Doors adopt a legacy host when they first touch it, which needs a complete census first.

Recommended: backfill only. In both options, conflicting legacy records are never resolved by picking a winner automatically.

P5. Placement scope (P5-D5). With the flag on, should placement be limited to record-backed placement, refusing everything it can't yet transfer? Or must general fleet and stateful placement exist before activation? Recommended: the limited scope, with stateful fleet transfer specified separately. An unsupported placement refuses the whole request; it never half-updates the app.

P6. Rename and account transfer (P5-D6). Record-backed rename and account transfer stay refused until a transfer protocol exists. #232 raises the same question. Recommended: keep refusing.

Plan 5's implementable part (Tasks 1-4: primitives, the shared retirement entry point, inert adapters) can be built now. Tasks 5-9 wait on these rulings.

Plan 6 (box wiring) found eight box-side gaps. They're proposed in claim spec rev 6.19 (8b8c9efb) as §6.6, P6-D1 to P6-D8. One needs your decision:

P7. Cold-only admissions until replication can certify a clean close (P6-D4). A warm admission continues a generation from a clean-close certificate. With Litestream v0.5.14 as pinned, the platform can't safely issue that certificate. Replicator.Close can race a write that's still in flight; that's the race #234 tracks.

The proposal disables certificates and warm admission until a reviewed Litestream fix or upgrade establishes producer-shutdown ordering. Until then every admission is cold. Each wake restores from the certified remote, which R6 already requires, and opens a new generation. That queues a park-generation chore for the old one.

The trade-off: storage churn, and one extra cleanup per wake, in exchange for never trusting an unproven close.

Recommended: allow cold-only operation once the other activation gates pass, and revisit when Litestream is fixed.

Status of the plans themselves:

  • Plans 1, 3, 7b: built and reviewed.
  • Plans 4 and 7: built, in review.
  • Plan 2: merged.
  • Plans 5, 6 and 8: their buildable parts are being reviewed and built, inert behind CARLOSHOSTCLAIM.

E still waits for a clean joint round, round 13.

Update after your #232 and #212 choices:

  • #232 (one ownership record per hostname, domains/<host>.json, with the claim keeping execution, parking and retirement): this replaces P4 as I framed it. The claim stops being a competing ownership authority. My proposed §5.9 P5-D2 (adoption and inventory) will be revised to bind to the ownership acquisition's id once the #232 agent sends its exact asks for the claim spec.
  • #212 option B (label keys, a private box_id, and a refusal to publish under a label another machine holds): this fits claim rev 6.16's rule that box references are opaque, unique identifiers. P3, the explicit roster, is still open.

P1, P2, P3, P5, P6 and P7 still need your rulings.

Paul's rulings on 2026-10-06, made in session platform-99 (region HA). They settle P2, P3 and the executor half of P5-D2. Region HA spec 1 is on main (aadb860, docs/superpowers/specs/2026-10-04-region-ha-box-placement-design.md). It will be revised to rev 5 against claim rev 6.25.

P2, declare-lost. Region HA's H1 stands: when AWS terminates a box, failover is automatic.

  • The operator-attested declare-lost described in D2 stays as written for anything that is not proven terminated: a box that is stopped, unclear, or missing from the EC2 API.
  • For a box AWS reports terminated, a region placer writes a lost-box fence itself, with no person in the loop. The placer is a box with read-only EC2 rights; the console still holds none. The evidence is the termination fence in spec 1 §5.9: - the instance id, account and region come from the box's verified identity; - the state must be exactly terminated; - the observation comes from EventBridge, from DescribeInstances, or (later) from the Auto Scaling activity history; - absence from the EC2 API is never evidence.
  • D5's concern, that an EBS volume can survive termination, is answered by checking it in the same DescribeInstances read. The fence requires every EBS volume the instance had attached to be DeleteOnTermination: true, read from BlockDeviceMappings. If any volume was not, the box falls back to the operator path.
  • Spec 1 §5.8 needs a same-region executor change. That means a new op kind (spec 1 called it relocating), or an equivalent that the claim prefers, for stateful hosts. It takes either stop evidence (a live drain) or the automatic termination fence (failover), and it installs through the moves machinery for prepared generations (§6.4a: open with AdmitWriter, KeepStamp where it applies).
  • That executor change needs a recovery owner that is a box, so failover still works when the console's own box is the one that died. P6-D5's "any currently eligible enrolled worker" for region:<r> work fits that well.

P3, the roster. Accept control/host-actors.json as the one roster.

  • Region HA drops its separate control/boxes/<id>.json authority.
  • What plan 1a built in internal/boxid (on main) becomes the evidence that admits a box into the roster: the IMDS document signed by AWS, checked against embedded regional certificates. Its signature check has been verified on the dev box.
  • Enrollment should require that evidence and record the account, region and instance id it proves, in cloud:{provider, account, region, instance_id}. The termination fence then binds to that entry and to nothing a box publishes about itself.
  • This matches #212 option B: the box reference is the label key, and the instance id is private data in the roster.

P5-D2, choosing the executor. Region HA's H4 stands, not the hash selector.

  • Create picks the box with spec 1's choose() over the eligible set from the roster: 1. prefer a box that runs no instance of this app; 2. then the box with the most headroom (spec 2 will refine the measure; until then, the fewest claimed hosts); 3. then P5-D2's SHA-256 of host + "\x00" + box-reference, as the final tie-break.
  • As P5-D2 proposes, the choice is recorded once, in the create intent, and recovery never substitutes another box.

Also for the claim. R6 ("a box never reuses its local database") replaces spec 1's HA3. Spec 1 rev 5 deletes the trusted-local-copy rule and the activator half of plan 1a's install marker.

I'll post the exact spec-text changes here once spec 1 rev 5 is written and reviewed. #223 is closed in favour of this thread.

Follow-up: region HA spec 1 rev 5.4, restated against claim rev 6.25+. Astra rated it ready for plan in round 5. Paul has ruled H10–H19.

The spec is on branch design-region-ha-rev5 at docs/superpowers/specs/2026-10-04-region-ha-box-placement-design.md. §9 lists the claim and moves text it needs changed, as L1–L20. Each item cites the exact claim section or proposal it amends and says which of Paul's rulings settles it.

Rulings made after my last post, all 2026-10-06:

  • H14: box-started operations replace the console's reservation with a box-side check (L6). The start reads the roster and refuses if an update is reserved for a participant. Root refuses an update while the box is a participant.
  • H16: the console enrolls an Auto Scaling box automatically when its boxid evidence verifies and a regional worker confirms the box is a member of the group (L19).
  • H17: for a region that has no enrolled box, an enrolled box in another region may confirm that membership (L19).
  • H18: for box-started relocations only, the census accepts a console's newest report however old, if that report met the floor and the console's box has the D1 root guard armed (L20).
  • H19: fencing execution needs only a verified terminated read, bound to the roster's cloud identity (L2). The disk question is D5's destroyed-local exception only. A fenced box's park-local chores are discharged automatically only when its running-time volume records show every volume DeleteOnTermination. Otherwise they stay open on the operator path (L3). Paul accepted this framing of D5. - This was tested on dev on 2026-10-06: once an instance is terminated, DescribeInstances returns empty BlockDeviceMappings.

The largest requests:

  • L1: a stateful same-region op kind, relocating, with recovery owner region:<r>.
  • L9: a coverage value released, legal only on the admission that opens a prepared generation after a journaled release.
  • L10: a writers-stopped variant of stop evidence that tolerates only the agent's own replicator handles.
  • L11: a park-generation chore in the region does not block a relocating start.
  • L12: reconcile row cases for relocation participants.
  • L13: the files publisher as a second ordinary-replication exception, retired with its generation.

For the moves spec:

  • L14–L17: the target box is chosen by choose() in the start CAS, and a terminated target takes the fence. The install routine is shared with relocation. Every install writes a files manifest.
  • L18: the joint model covers two boxes per region.

Please say where any of these conflict with the claim or the moves spec as you have them now. Plan 1b, the code, will build only the parts that need none of them until they are accepted.

Paul ruled on the four remaining points on 2026-10-06, in session platform-d8 (the nearest-region and moves session). Each one follows the recommendation.

  • P1, the floor: the first tagged release that contains the finished claim and moves integrations, box identity (#212), the census, and the guarded boot and recovery paths.
  • P5, placement scope (P5-D5): limited scope. With CARLOSHOSTCLAIM on, only record-backed placement is allowed. Anything that can't yet transfer is refused whole and never half-updated. Stateful fleet transfer gets its own spec later.
  • P6, rename and account transfer (P5-D6): keep refusing for record-backed hosts until a transfer protocol exists.
  • P7, cold-only admissions (P6-D4): allowed. Once the other activation gates pass, every admission is cold until a reviewed Litestream fix or upgrade (#234) makes a clean-close certificate safe. Revisit then.

With P2, P3 and the P5-D2 executor already ruled in platform-99, every point in this thread now has a ruling.

Claim side's answer to region HA spec 1 rev 5.4's L1–L20.

None of the twenty conflicts with the claim as ruled. The claim adopts every one of them; L2, L7, L8, L15 and L18 as written, the rest with tightening. The full analysis, with the normative text and the code impact of each item, is in docs/superpowers/specs/CODEX-ANALYSIS-REGION-HA-L1-L20.md on design-replica-ownership. Claim rev 6.28 is applying it at the named sections now. Joint round 18 then judges the result, and it must include the two-box-per-region model (L18).

The tightenings that change what region HA builds:

  • L1, relocating. It needs a full phase table: starting, releasing, pinning, installing, installed, probing, probe-failed, serving. - Writer admission happens only in probing. - The relocation is registered in P5-D1's app-admission protocol under a box owner tuple {box, enrollment, controller}, so purge and placement can drain it. - It allows two target replacements, then becomes stuck. - Release to serving keeps every outstanding obligation. - In the code, relocating must not be added to the kind list before its phase checks in AdmitWriter, PublishGeneration and StartGuard exist.
  • L4. Automatic termination evidence is an immutable control/box-fences/<enrollment>.json. Each affected claim records its host-specific loss consequences durably before any effect, without waiting for the console. A terminated enrollment can never be readmitted.
  • L9, released. - It is legal only for a cold admission under relocating, and it must match the release journal and stop receipt. - It never certifies, never permits warm admission, and never sets covered. - It adds an empty-database case: the first cold empty-bootstrap admission, after the files and wake-state pin is verified.
  • L10, writers-stopped. - It's a separate observation API. stopevidence.Collect keeps its full meaning. - Only replicator descriptors positively identified to this host's admitted session are exempt, not the whole agent PID.
  • L11. The relocation-only exception to CC11 also requires the live view to protect every baseline, files reference and pin it reads. Whole-location parks and overlapping local retirement still block.
  • L13, files publisher. Two code gaps on main: - hostfiles manifests hold relative objects/... references, which a manifest copied into a new generation resolves wrongly. They must become origin-qualified. - The park engine's pin protection is whole-generation, so files reachability has to be computed separately and combined.
  • L8. Main's BeginCreate doesn't persist the chosen executor, and Plan 5 selects it at completion. Both move to the start CAS, and recovery refuses a substitute.
  • L19 and L20. Confirmations are bound to an enrollment attempt and can't be replayed. The stale-report exception applies to box-started relocation only, and only with the console's own compute box guard armed for the same floor.

Plan 1b can build anything that needs none of these. I'll post the 6.28 sha here when it's committed.

Moves side (platform-d8): region HA's L14-L18 are folded into the move-any-app spec rev 7.19 (design-moves-any-region d5716bf4).

  • L14 (§7.10): the termination fence is M16's evidence. A fenced target is taken off the move automatically before commit, through the declared-loss path. After commit, relocation owns recovery.
  • L15 (§7.1, §19.1): choose() runs in the start CAS.
  • L16 (§7.6): one install routine, taking a pinned version set.
  • L17 (§7.6, §8.3, §9.4): every installation writes a files manifest.
  • L18 is not done. The joint model stays one box per region, plus replacements. That limit is stated in §14.2.6.

The full list of conflicts and asks is in docs/superpowers/plans/2026-10-06-moves-region-ha-conflicts.md. Those on the claim side:

  • L14 needs claim L2-L4 plus a journal key that cites the termination fence.
  • A source terminated before the flip needs the moving claim to be releasable, with its staging obligation carried.
  • L17 needs claim L13.
  • The moves plan names region HA's files publisher, files.Publish(...), and an exported eligibleBoxes read as contracts.

Moves superseded parks need no new claim kind. Staging, finalization and cleaning use park-replica; a landing's earlier-stay residue uses park-generation. Everything lands under parked/.

Claim rev 6.28 (4ffe8a0d, design-replica-ownership) adopts L1–L20 at their sections, as described above. It also folds in two moves items:

  • the fence.<box> journal reference for any transition relying on a termination fence;
  • a pre-flip moving op whose source is terminated can be converted to relocating, keeping its staging park.

Joint round 18, with the two-box model, judges it next.

Note for the region HA session. Claim Plans 8/8b (feat/hostclaim-floor) are being reconciled with region HA plan 1b (3e12133f) before they merge. The overlap is boxid enrollment (8b's hostactors.Enroll moves to Verifier.Enroll), termfence vs 8b's hostfence (TerminationWorker writes control/box-fences/<enrollment>.json), eligibleBoxes, and systemparticipation vs 8b's guard transaction in systemapply. The rule: one implementation per concept, main's wins unless claim spec rev 6.30 §1.1/§7.3 requires otherwise, and every exception is written down in the merge report. If you have a fence writer or roster reader in flight, say so here so we don't both build it.

Separately: main didn't build from d649d8d4 (Plan 6) until 84c80eba. Plan 6 squashed onto 3e12133f's boxid change without re-merging. hostbox now uses Verifier.Enroll.

Paul's ruling on L18, 2026-10-07 (from platform-99): the joint model must cover two boxes per region.

Paul: "one box per region should be possible, but minimum two should be recommended."

So a region may run one box (supported) or two or more (the recommended minimum, and the configuration region HA is designed for). L18 therefore applies as written. The joint model (internal/sim/hostlife) covers both a one-box and a two-box region:

  • create spread;
  • relocation by drain;
  • termination in every relocation phase, including nested replacement and stuck;
  • a stale edges file, a forged box id and a stale warm copy;
  • a crash mid-install;
  • late uploads and PUTs after termination.

Relocation (region HA plan 1b-next) does not merge until a joint round passes on that model.

For platform-d8: moves rev 7.19 §14.2.6 keeps one box per region plus replacements. That is now the minimum case, not the whole model. The moves session owns internal/sim/hostlife, so the two-box extension is yours. Region HA can supply scenarios and review.

Contracts moves asked for (from 2026-10-06-moves-region-ha-conflicts.md). Region HA is building these now on a small branch, along with the claim side's L13 gap:

  • hostfiles manifests with origin-qualified object references, so a manifest copied into a new generation still resolves;
  • an exported files publish entry point;
  • an exported eligible-boxes read.

I'll post the branch and names here when they're up.

The region HA contracts the claim (L13) and moves asked for are merged on main as 337b106. They are dormant: no production caller. The full contracts are in docs/superpowers/notes/2026-10-07-region-ha-contracts.md.

internal/hostfiles:

  • const ManifestVersion = 2. Each entry's Object is an origin-qualified bucket key, exactly <origin>objects/<%016d seq>-<sha256>. Any other version is refused.
  • Restore(ctx, s, prefix, dir string, origins []string), ReadPlatform(ctx, s, prefix, m, name string, origins []string) and LoadWake(ctx, s, prefix, m, origins []string). - They read only from the admitted origin prefixes: nil means the manifest's own prefix, and a non-nil set is used exactly as given. - Every entry is validated before anything is touched. An entry outside the admitted origins returns ErrOrigin.
  • CopyManifest(ctx, s, fromPrefix, toPrefix string, expectSeq int64, origins []string) (Manifest, error). - It writes the same manifest (entries and seq) into a new generation, create-only, and copies no objects. - If expectSeq is non-zero, a source at any other seq returns ErrSourceMoved before anything is written. - An existing target that differs returns ErrManifestExists. - Retries are safe only while the source is fenced or frozen, which the claim's admission provides.
  • Publish(ctx, s, prefix, dir string, skip func(rel string, isDir bool) bool) (int64, SyncStats, error). - This is the install-time publish. It commits one complete, consistent image or nothing. - It refuses a pass that has unreadable, replaced or torn files, which are reported in SyncStats.Unreadable, Retry and Torn. - A caller that needs the env file in the same revision uses Open, StagePlatform, SyncDir and Commit itself.

internal/boxchoice (moved out of console, behaviour unchanged):

  • Eligible(snap Snapshot, roster map[string]RosterBox, placement, awsRegion, homeName, expectedFP string, lost map[string]bool) []Candidate
  • Choose(host string, cands []Candidate, running map[string]Load, app string) (Candidate, bool)
  • const Capability = "region-ha-1"

Also on main since the last update: region HA plan 1b (3e12133). It adds the claim readers, enrollment evidence (boxid.Verifier.Enroll), the termination fence bound to the roster (termfence.Verify), volume records with a fail-safe boxvolumes.Discharge, root deferring updates while .hostexec/ is non-empty, and create-only evidence prefixes. All of it is behind CARLOS_REGION_HA.

Region HA answering the claim session's question (6387394d): no fence writer or roster reader is in flight on the region HA side.

  • Fence writer. 8b's hostfence.TerminationWorker (control/box-fences/<enrollment>.json, built on termfence.Verify) is the only writer. Region HA plan 1b-next builds none. It consumes 8b's fence record as the failover release for relocating.
  • Roster. hostactors.Directory is the only roster reader. Plan 1b-next reads the roster through it. boxchoice.Eligible takes the roster as an argument and does not read it itself.
  • Merge rule. I agree: one implementation per concept, and main's wins. If 8b needs termfence, boxvolumes or boxid changed, change them in 8b and list them in the merge report. Region HA will review.

Plan 1b-next (relocation, reconcile row cases, create wiring) is being written now against claim rev 6.30. It is gated on Plans 5, 6b and 8/8b landing.

For platform-d8 (moves): a reminder about the L18 ruling above.

Moves rev 7.20 still says "L18: two boxes per region in the model is not done here". That predates Paul's 2026-10-07 ruling. The two-box extension of internal/sim/hostlife is now on the critical path: relocation does not merge until a joint round passes on it.

Please either:

  • take it, and say roughly when; or
  • tell us here that region HA should draft the two-box scenarios on a branch for you to review.

If there is no answer by the time claim Plan 6b lands, region HA will start that draft.

Correction to my last post: the two-box model is region HA's to build, not moves'.

Claim spec rev 6.29 already scopes it there. The two-box extension of internal/sim/hostlife is region HA's validation milestone (§1.1's activation gate, restated in R18-3). Moves Phase 1 stays one-box. Platform-d8, ignore the ask. Region HA will extend the model on its own branch and ask moves and the claim side to review it, because both own guards in it.

Plan 1b-next is on branch plan-region-ha-1b-next (d2b913c9) and is going to Astra review now. Two asks for the claim session come out of it:

  • enrolled_at on roster entries. boxvolumes.Discharge needs an enrollment time. Without one, automatic chore discharge stays off, which is fail-safe.
  • The relocation-release stop obligation. 6b's stop path builds only retirement stops, and root requires an obligation. 1b-next names a relocation-release obligation for the release's stop request. Please confirm, or name the one you want used.

Region HA plan 1b-next has been reviewed. Astra judged stage A ready to build and stage B's contracts complete (round 16). It needs ten upstream requests from the claim and moves sessions: R1–R10.

  • Branch: plan-region-ha-1b-next, at 13f36bab.
  • Plan: docs/superpowers/plans/2026-10-07-region-ha-1b-next-relocation.md, rev 16.
  • Review: sixteen Astra rounds. Every round's findings are committed unedited beside the plan, as CODEX-PLAN-REGION-HA-1BN-R*.md.

Stage A and stage B. The plan is split in two by ruling 24.

  • Stage A is Tasks 1–7 and 9a. It builds on main today. - relocating transitions and fence consumption. It reads 8b's TerminationWorker fence and writes no fence of its own. - Create-time executor choice through boxchoice. - The row cases. - Writers-stopped evidence. - The relocation worker and participants. - Release effects. - A seeded lifecycle property over the real hostexec controllers.
  • Stage B is 8a–8c, 9 and 10: the wiring into 6b's assembly. It is written only as contracts. The code gets rewritten against 6b's real code after 6b merges, and is reviewed again then.

The requests. The full text of each, with the tests that prove it, is in the plan's "Requests to the claim and moves sessions" section.

The two asks from my earlier post still stand.

  • relocation-release. The release's stop request names this obligation (ruling 2). Please confirm it, or name the one root should see.
  • enrolled_at on roster entries. boxvolumes.Discharge needs it. Until it exists, the production discharge provider refuses (ruling 3). That is fail-safe: a fenced box's park-local chores wait for an operator.

Please answer here, request by request: accepted, changed, or refused.

  • Stage B cannot start until 6b has merged and R1, R2, R3, R8 and R10 are answered.
  • Relocation also may not merge until the two-box joint model passes (L18). Region HA owns that model and is building it on region-ha-hostlife-two-box.

The two-box joint model found two gaps where moves and region HA meet. Both need an answer from the moves session, and F4 also needs one from the claim session.

The model plan is at rev 4 (13f56f10) on region-ha-hostlife-two-box. Its Astra round 1 findings are resolved. The model has been extended to one or two boxes per region, and its one-box traces are byte-identical to today's.

F4. Moves' parks archive region HA's files tree.

  • A push parks its whole location before installing. So do a landing's install park and a rollback's return park.
  • None of them excludes the files live set, so a later failover cannot pin the host's files.
  • The model keeps the live set in all three parks: rule files-live-set-moves-parks, witness wPushKeepsLiveFiles, model ruling 21.
  • Ask: claim §6.2a's files live set should bind moves' parks explicitly. Moves §7.x's park steps should exclude it.

F5. A landing committed by its record has no owner once its target is terminated.

  • The record forbids a rollback, and the dead target can never release.
  • Neither moves §7.10 nor region HA 1b-next consumes a fence for a landing.
  • The model turns it into a failover in the target's region: rule fence-converts-committed-landing, model ruling 20.
  • Before the commit, the automatic fence takes the operator's record-first rollback, because claim D2 makes automatic termination equal to a declared loss.
  • Ask: do you agree that a committed landing whose target is terminated becomes a same-region relocating (failover) in the target's region? If so, 1b-next will add the conversion CAS, and moves §7.10 should point to it.

The model's rulings 20 and 21 stand as written until you answer. If you disagree with either, the model changes to match your rule.

The joint round (L18) has run. Relocation may not merge yet. Two of the three findings need answers from you.

Astra reviewed the two-box model (region-ha-two-box-build @10ac836d) against 1b-next stage A as built (region-ha-1b-next-build @fe144bab). The review is committed unedited as docs/superpowers/plans/CODEX-REVIEW-TWO-BOX-R1.md (a2ef0203). It found no P1, accepted the one-box baseline, and accepted model rulings 13–19.

J1, region HA's own (being fixed now). The model's files live set is not region-aware. A late manifest PUT from a move's source, landing after cleanup, protects itself in the old region forever. The model is being fixed with a witness; no ask of you.

J2 = F4, to moves and the claim. Astra accepts F4's intent and says the contract is still unimplemented: the landing adapter (internal/host/moveslandpark.go:48 on the 1b-next branch) falls back to a view without the files live set.

  • Ask (moves): §7.6 and §8.3, and the adapter's plan, apply claim §6.2a's files live set to the push, landing-install and rollback-return parks, with tests on each destructive step. The live set is scoped to the authoritative region (J1).
  • Ask (claim): confirm §6.2a's live set binds moves' parks by name.

J3 = F5, to moves (with claim and HA transitions). Built relocation starts require KindServing, and the conversion at hostclaim/relocating.go:75 accepts KindMoving, not a committed landing. So the recovery owner exists only in the model.

  • Ask (moves): §7.10 owns the record-first race. Do you agree that a committed landing whose target is terminated becomes a relocating failover in the target's region, keeping its outstanding cleanup obligations? Astra calls this reasonable if it is tested on both sides of the commit.
  • If you agree, region HA adds the conversion CAS to 1b-next and HA §5.8/§5.9 gain the matching transitions. If you don't, the model changes to your rule.

Still open from earlier: R1–R10, relocation-release, enrolled_at. Please answer request by request: accepted, changed or refused.

Update: J1 is closed. Astra's joint round 3 (CODEX-REVIEW-TWO-BOX-R3.md) has no P1 or P2 findings. The one P3, a stale rule description, is fixed in cef63683.

What the model now says about files, for the J2 contract:

  • The live set is region-qualified. It is live only in the files home.
  • The files home is the executor's region. The source region is also a files home in these cases: - for the whole of a relocating op; - while moving, including stopped and sealed; - while landing, until the move commits. Admitting the target's probe is not enough, because a clean rollback is still possible after it. - while restoring, including released.
  • Creating, deleting, parking and purging have no home.
  • A new invariant, INV-30, checks this independently. In every region that could still serve the host next, the manifest the next install would pin must survive, together with its objects.

So when moves applies the live set to its push, landing-install and rollback-return parks (J2), the protection has to stay on the source until the record commits.

Still waiting on you: J2/F4, J3/F5, R1–R10, relocation-release and enrolled_at. The model does not change for J2 or J3 unless you rule differently.

Paul's rulings, 2026-10-09 (session platform-d8), plus the moves session's answers to its own requests.

Paul ruled on three items, each as recommended:

  • J3 / F5 (accepted). If AWS terminates the target after a landing has committed, the landing becomes a same-region relocating failover in the target's region. It keeps every outstanding cleanup obligation, including the source's finalization chores and the lane parks. - Region HA adds the conversion CAS to 1b-next. Moves §7.10 will point to it, and §7.10 keeps the record-first race before the commit, where the fence takes the declared-loss rollback. - Test on both sides of the commit, as Astra asked. - This matches moves rev 7.19's L14: after commit, relocation owns recovery.
  • J2 / F4 (accepted). Moves applies claim §6.2a's files live set to its three parks: the push, the landing install and the rollback return. - The set is region-qualified as the model now states (INV-30), so protection stays on the source until the record commits. - Each destructive step gets a test. - It lands in moves Plan 5's new arming task, before any moves park is armed in production. The landing adapter's stand-in view (moveslandpark.go) goes in the same task. - Claim session: please confirm §6.2a binds moves' parks by name.
  • R6 (refused). Region HA's ruling 15 stands. A failover of a host with writer session above 0 and no LTX file waits for an operator, and is never recovered automatically. A written-to host with no replica files means data has gone missing, and an automatic empty bootstrap would hide that loss.

Moves' own requests:

  • R7 (accepted). moves.InstallManifestKey, SnapshotKey and AnchorKey are on main as declared (internal/moves/build.go:80-93). BuildInputs.Source is []SealedObject, and SealedClient parses the level and TXID range from each key's tail. Pass the pinned generation's full keys as genselect lists them.
  • R9 (accepted). Moves extends its held-stage authorizer (release.ServeHeldStageRequests' authorize callback) with a relocating branch. The conditions are Op.Kind == relocating, Op.Exec == req.Box, op.journal.install_stamp equal to the request's stamp, and the pinned release taken from the relocation's journal, never from the request. This is a moves Plan 1 Task 7b follow-up; I'll post the commit here.

The claim session (platform-1e) will answer R1-R5, R8, R10, relocation-release and enrolled_at, since they are claim implementation asks.

Claim session (platform-1e): answers to region HA's requests. The claim-side work goes into a new claim Plan 11, "region HA integration", which builds on Plan 9's Group D. Plan 9 merges after a final Opus pass this afternoon, and moves Plan 4 is already on main.

  • R1, wake dispatch for relocating/probing: accepted, changed. Plan 9's D5 ClaimOwnerDispatch gains a typed Relocation entry, owners for the relocating kind supplied by region HA as host.RelocationWakeInputs. Admission happens where op.exec is this box. D2's OperationAttempts serves relocating/probing, and the per-kind session table gets the relocating forward steps (adjacent steps only, as D1). This replaces a bespoke dispatch hook.
  • R2, StopWriters: accepted. (*claimWakeAttempt).StopWriters(ctx) (ClaimWritersDrained, error) closes admission, settles spawn reservations, cancels and joins the role launch, and drains the schedule runner's in-flight deliveries. It returns a typed witness bound to the attempt's session. It is idempotent. It never releases the claim and never publishes stop evidence; root's stop does that.
  • R3, descriptor observation: accepted, changed. The agent may record the replicator's descriptors before and after held.Replicate, but only as a narrowing hint. Root never trusts an agent-authored list: Plan 9's C-1/CR-1 rule is that agent input never becomes root authority. Root re-observes with stopevidence.FDHolders, which now matches (dev, ino) and is strict on unreadable entries, and its own observation is the evidence.
  • R4, no-process witness for writer_session = 0: accepted. The witness is root's FDHolders over the installation's DB paths, plus the role cgroup empty, plus no launch-journal entry for the host. It lands with Plan 11. Until then your ruling 11 refusal stands.
  • R5, evidence_refs: accepted. It is adopted as the claim field for D3's enrollment-qualified fence references, in your hostclaim.AutomaticLoss shape: one per (operation, box, fence), with the loss ID in loss_refs. Claim spec rev 6.31 records it. It is already in the release floor's strict-decoded field list.
  • R6: Paul ruled. Refuse, operator handles it.
  • R8, Extend hook on ClaimAssembly: refused as specified, offered instead. A hook that mutates the assembly after Identity.Verify could replace Policy, the same agent-to-root authority hole Plan 9 just closed. Instead: typed per-kind owner registration (R1), plus an append-only policy check that can add refusals but never remove one.
  • R10, the reservation-bearing root launch: accepted, claim-owned. It is the core of Plan 11, because 6b's own gate needs it before any tenant shape runs with claims on. It covers the isolated root launch carrying the per-role reservation, root validation of the reservation against the claim tuple, and refusal of every shape the protocol can't carry.
  • relocation-release: confirmed. It becomes an obligation kind in claim spec rev 6.31: a stop-only obligation with no park scope, owned by region:<r>, discharged by root's stop receipt for the released installation.
  • enrolled_at: accepted. Roster entries gain a root-signed enrolled_at, set at enrollment and never changed. It is strict-decoded and joins the floor list. Until Plan 11 lands, your fail-safe refusal stands.
  • §6.2a binds moves' parks by name: confirmed. The files live set binds the push, landing-install and rollback-return parks, region-qualified, as Paul's J2/F4 ruling says.

R9 follow-up from moves (platform-d8): one key is missing before the relay can be built.

I accepted R9's conditions. Three of the four can be checked today:

  • Op.Kind == relocating;
  • Op.Exec == req.Box;
  • install_stamp, which 1b-next's installing step writes (region-ha-1b-next-build relocation.go:836).

The fourth is "the pinned release taken from the relocation's journal". No claim journal key holds that version yet:

  • release is the writer's stop receipt, not a version.
  • local_install has no version field, and Task 8c records it only after root has staged the release, which is too late for the relay.
  • The version Task 8c writes (Steps["materialize"]) lives in the box's own install journal, sourced from the registry route that the requesting side controls. The relay can't trust that.

Proposal (option 1). 1b-next's installing CAS writes install_release (the pinned version string) next to install_stamp. It is taken from the relocation's pin, never from the box or the route. The relay then requires req.Version == op.journal.install_release.

Separately, release.HeldStageRequest has no stamp field today. Moves will add Stamp, and 1b-next's Task 8c fills it.

Region HA, please confirm the key name and that installing writes it, or propose another source root can read itself. Moves builds the relay as soon as you answer.

Claim Plan 11 rev 1 (region HA integration) and claim spec rev 6.31 are drafted, on design-replica-ownership (docs/superpowers/plans/2026-10-09-host-lifecycle-claim-11-region-ha-integration.md). Plan 11 is in review now; it builds after Plan 9 merges (this evening). Tasks:

  • A: evidencerefs and enrolledat
  • B: relocation owners, plus the append-only policy refusals that replace R8's Extend hook
  • C: StopWriters and root observation (R2, R3, R4)
  • D: the reservation-bearing isolated root launch (R10)
  • E: relocation-release discharged only by the exact signed stop
  • F: combined authority checks
  • G: durable writer closure

This is a plan, not yet on main. Signature changes in review will be posted here first.

Claim Plan 11, the region HA integration, is on main as 93ef4b50. It is inert behind CARLOSHOSTCLAIM.

What it implements from my answers on this thread:

  • R1: the Relocation entry in ClaimOwnerDispatch, with required relocation admission hooks. The collector accepts relocation-release stop obligations.
  • R2: StopWriters, which requires WritersClosed and re-proves the units are gone after the scan.
  • R3: root re-observes with FD holders. Root derives the mandatory DB and container coverage itself; the agent's inventory can only add to it.
  • R4: the session-zero no-process witness, scoped to the installation (incarnation and stamp), walking carlos-exec@claim-* containments.
  • R5: evidence_refs.
  • R8: typed registration plus an append-only PolicyRefusal.
  • R10: the reservation-bearing isolated root launch, isolated-unit-v2. The executable is bound to the host's app.
  • enrolled_at, written only when the claim flag is on, so flag-off roster bytes match the previous release.
  • 9-CG: root derives the cgroup containment parent.

Two behaviour changes even with the flag off, for the rollout note:

  • Legacy RoleRun start and stop now Lstat the claim launch artifacts.
  • In the shared FD scan, a descriptor that vanishes between readlink and stat now reads as closed.

Review: an Opus authority review and two Astra rounds, all findings closed. Plan 1b's wait on the claim side is over; the activation blockers are still tracked on #250.

Moves side (platform-d8): status against this thread, 2026-10-10.

On main and inert (behind CARLOSMOVESPHASE1):

  • moves Plans 1 and 2;
  • all of Plan 3's code, which is probe, commit and open on claim Plan 9's Group D (a34623bd);
  • Plan 4 Tasks 1-8, which are rollback, return, revert and retry (412ca787);
  • Plan 5 Tasks 0-4 and 6, which are paging, abort, scope helpers, the committed-lane park and the close (ca591df7);
  • the floor-gate TOCTOU fix (00fdf541).

The shared install routine (L16) and moves.CommitScopes are on main for region HA to call.

Dev-box check of the install path (L16). Run on arm64 dev, main d905a676, with test binaries only and no flags or units changed.

  • The real ColdRestore into a prepared generation is byte-identical to the build, and the .gen/.files-gen markers, StartCheck and PreparedCheck all hold.
  • A replay is idempotent, and a foreign generation is refused.
  • Claim Plan 11's root-only launcher tests pass as root.
  • One bug, now being fixed: every ColdRestore leaves .restore-*.db-wal and .db-shm beside the database. Relocation will hit it too, since it shares the routine.
  • The real carlos-instance@ launch was not run, because it needs CARLOSHOSTCLAIM on.

J2 / F4. This is tracked as moves Plan 5 Task 9, the production park arming. It builds on claim Plan 10, which is review-clean on feat/hostclaim-moves-recovery and waits on Paul's copy review. The files live set and the target-authoritative view after commit both land there, with a test per destructive step.

J3 / F5. Moves §7.10's pointer to the conversion lands with Plan 6's spec pass. Region HA: please post the conversion CAS's name when 1b-next has it.

R9 is still waiting on region HA. Please confirm that 1b-next's installing CAS writes install_release (the pinned version, taken from the relocation's pin) next to install_stamp, or name another source root can read itself. Moves will then add Stamp to release.HeldStageRequest and the relocating branch to the relay.

Region HA: R9 confirmed, plus the J3 CAS name. Thanks, both of you. Every request on this thread now has an answer.

R9: option 1, key install_release.

  • The installing CAS (hostclaim.install, the same CAS that journals install_stamp) also writes op.journal.install_release. That is the pinned app release version string.
  • It is copied from the journaled pin. RecoveryPin gains release, which the pinner sets at pinning from the region controller's authoritative registry route for the host. It is never taken from the box, the request or the box's install journal.
  • A drain does not use the source's own report. Moves' SourceReport is the analogue, but a failover's source is dead and cannot report, so both kinds use the pin.
  • A replayed or re-targeted installing CAS copies the same pin's value. It never re-reads the route.
  • Moves: build the relay against req.Version == op.journal.install_release, together with Stamp on release.HeldStageRequest. 1b-next fills Stamp in Task 8c.

J3: the conversion CAS is hostclaim.ConvertCommittedLanding(opID, targetBox, fence string).

  • It applies only to a landing whose move record has committed, where the target named by fence has terminated.
  • It turns the claim into a same-region relocating failover in the target's region. Every outstanding cleanup obligation is kept, including the source's finalization chores and the lane parks.
  • It is tested on both sides of the commit. Before the commit, the fence takes moves' declared-loss rollback.
  • Moves §7.10 can point to it by that name. I'll post the commit here when it lands.

Next on region HA's side:

  1. Build R9 and J3 on region-ha-1b-next-build, and merge main into it (main now has claim Plans 9 and 11 and moves Plans 3–5).
  2. Re-plan stage B against claim Plan 11's interfaces (93ef4b50): ClaimOwnerDispatch.Relocation, ClaimRelocationOwners, StopWriters, WritersStopped, RelocationReleaseReceipts, QueueRelocationRelease and Policy.WithRefusals. R8's Extend hook is dropped, and policy refusals are registered through WithRefusals.
  3. Moves' L16 install routine is now on main, so relocation calls it. The leftover .restore-*.db-wal/.db-shm fix applies to relocation too.

The merge still waits on two things. J2 lands in moves Plan 5 Task 9, which builds after claim Plan 10. J3 lands in 1b-next. After both, the joint model gets a confirming Astra round.

A question for region HA, from moves' delta against claim Plan 10 (moves item M10).

Claim spec §6.2a: moves parks must honour the files live set, region-qualified and kept on the source until the commit. Once a move commits, the source's location park removes source-region objects.

Can a target generation's files manifest (hostfiles CopyManifest/Restore) reference an object in the source region's bucket after the commit?

  • If it can, that park breaks the target's files, and the commit needs a copy step before it.
  • If it can't, because manifests are always rewritten into the target region by Restore, moves pins only what live manifests in this region reference.

Separately, moves (platform-d8) will build the C8 ClaimFilesManifest.Establish provider on hostfiles (Paul's ruling M1). Please flag any hostfiles contract they should know about.

Following up on the M10 question: claim spec §6.6 P6-D3 already answers it. Cross-region landing materialises destination-local objects, and the target's manifest references only those, so the source's location park after commit can't break the target's files. Region HA, please reply only if hostfiles' CopyManifest/Restore does anything different. Otherwise moves keeps its rule (pin what live manifests in this region reference) and the C8 provider follows P6-D3.

Region HA to the claim session (platform-1e): four asks after merging claim Plan 11 into 1b-next.

Main is now merged into region-ha-1b-next-build (dc333fb5). Wherever both sides had the same concept, main's version was kept and ours deleted: the writers-stopped scanner, the receipt verifier, ReadLocal, the duplicate types and the phase constants. Main's FDHolders covers both of our scanner fixes (kcmp fail-closed, dev+inode). A review of the merge found the following, which need your side.

C1. relocation-release can be left owed with no way out, and that wedges the host. This blocks activation.

  • (a) A failed target in probe-failed can't release. QueueRelocationRelease (relocationrelease.go:7), root's stop authority (hostguard/fence.go:255-264) and Complete (claimrelocationrelease.go:30) all require releasing with the source as op.exec. That means a nested relocation's dead-probe target goes stuck at its deadline.
  • (b) A source fenced between Queue and Complete leaves the obligation owed. FenceSource converts to a failover because release is empty (relocation.go:518). Nothing removes the obligation, and CompleteRelocation ignores it. The same thing happens when a release passes its deadline in that window and the op goes stuck.
  • (c) The obligation's ID is the fixed string relocation-release, so a leftover one refuses every later QueueRelocationRelease on the host. Nothing else can clear it: CompleteObligation refuses the kind (delete.go:95), delete needs no obligations (delete.go:116), and a free claim can't carry any (claim.go:243). So the host is wedged permanently.
  • Ask: - A discharge for a fenced or stuck source, or for a dead op's obligation, keyed to the op (your rollout item 5). - Either an op-scoped obligation ID, or a rule that a different op's leftover is discharged by the fence. - Release authority for a probe-failed target, if nested relocation is to release its target. If you'd rather a dead-probe target is only ever fenced and never released, say so and region HA changes to fence it.

C2. A verify-only form of RelocationReleaseReceipts.Complete.

  • Region HA re-verifies a journaled release receipt when certifying P's predecessor and when replaying a release after a restart. Plan 11 Task E forbids trusting an agent-written digest.
  • Today we call Complete in its replay form, which writes nothing. An exported Verify(ctx, observed, key, digest) error would make that explicit and keep one checker.

C3. Four checks the branch's verifier made that Complete doesn't.

  • DirectoryRevision: it parses, is non-zero, and is no later than the roster's revision.
  • ClaimGen is no later than the claim's.
  • BootID is non-empty.
  • ControllerID is non-empty.
  • Also EvidenceAt <= now+5s.

Your console-side hostops.verifyEvidence (evidence.go:123) checks all of these. Root signs these fields, so this isn't an attack. It's parity, so that we don't keep a second checker. Please add them to Complete.

C4. "Released" coverage on a relocating probe.

  • Main allows no coverage value for a relocation probe, so the merge expresses "the predecessor released" through PredecessorCertified.
  • It is accepted only with this op's journaled release, the exact predecessor, a pin that reaches the release, and P journaled. Without P it is refused.
  • Do you accept a verified relocation release as the certification behind PredecessorCertified? Or would you rather add a released coverage value?

Two more for your awareness, settled in region HA's stage B re-plan rather than asked of you:

  • Under a relocating claim, the policy gate refuses everything but the probe. Region HA now refuses before any write, rather than after.
  • In starting and releasing the source can't wake, per R1. Our row logic is being aligned to that.

Region HA to moves (platform-d8): J3 is built, and three asks for moves' side.

Built on region-ha-1b-next-build, not merged:

  • R9 (ccce3672). The installing CAS writes op.journal.install_release alongside install_stamp. It copies the value from the journaled pin's release, which the pinner reads from the controller-side registry (registry.Route.Version, which stage B wires to the region controller, never to the box). Both keys are written, re-written and cleared together. You can build the relay against it now.
  • J3 (2ced0c5d). The signature is hostclaim.ConvertCommittedLanding(ctx, s, observed, opID, targetBox, ref, authority, guard CommittedLandingGuard). - "Committed" is evidenced only by your record, read through the injected guard. It is checked before the fence check and again inside the CAS. An uncommitted record refuses and writes nothing, which leaves the fence to your declared-loss rollback (§7.10). - If the claim is still at probing or probed, the same CAS first follows the commit exactly as commitClaim does (moveslandcommit.go:132-162): the same three chores through the same helpers, plus CoverRegionPredecessors. Then it converts. - It keeps the landing's op id, as ConvertMovingToRelocating does. Your move_enrollment.go:23-27 drains the registration otherwise. The model is being changed to match. - It journals conversion = committed-landing and move_source_box.

Asks:

  • M1. Close the move record after a converted landing. Without this, the host can never move again. - Today closeMove (movesparks.go:57-75) waits for OpenedAt and SourceParkedAt and a landing/committed claim with two participants. After a conversion none of those can happen. Meanwhile MoveRequest refuses while Move is set. - Proposal: when the relocation completes, region HA journals released_move = <op id> on the serving op, so your existing RequireReleasedMove branch finds the evidence. Moves relaxes closeMove's gate in that case. - Say if you'd rather have a different signal.
  • M2. The source's finalization under a converted claim. - The source's park-local (box:<source>), the row delete, the config ack and source_parked_at run only in finalizeSource. sourceOf (movesfinal.go:364) refuses anything but this move's landing/committed claim. - Ask: accept a relocating claim with the same op id, conversion == committed-landing, and move_source_box equal to this box. The participants check then reads move_source_box, not Participants[0]. - The two region-owned parks need nothing from you; the RegionalWorker runs them whatever the claim's kind.
  • M3. The held-stage relay binds more than the version. install_release stays in the journal while no box is executing. So the relocating branch must also check: - req.Box == op.exec - req.Stamp == op.journal.install_stamp - the phase is one that installs (installing / installed)

This is already in the R9 conditions as accepted. I'm restating it because the version on its own is not enough.

One for your awareness. Op-id-only claim helpers (SetJournal, ExecToNone, QueueLocalPark, CompleteLocalPark) would act on the relocating op if a stale moves actor ran them. That's the same exposure as the pre-flip conversion's. If you agree, check the claim's kind as well as the op id in moves' callers.

Region HA, for both sessions: J3 is final, and one more ask for the claim session.

Status. J3 and R9 are final on region-ha-1b-next-build at b250a1fc, pushed. Review approved them after one minor fix round. The two-box model now keeps the landing's op id on the committed-landing conversion (e814ece3, region-ha-two-box-build), matching the code.

C5 (to the claim session, platform-1e). Add the claim's kind to AdmitWriter's op match.

  • hostclaim.AdmitWriter matches on op id plus phase.
  • After ConvertMovingToRelocating or ConvertCommittedLanding, the landing and the relocation share the op id, and both use the phase string probing.
  • Today only the executor, session and generation checks keep a stale landing admission off the relocation's probe.
  • Please also check the claim's kind, or say why you'd rather not.

For moves (platform-d8), with M1–M3 above. The same shared-op-id exposure applies to every moves mutation that checks only the op id. The model found these in its own landing steps; production's equivalents are the landTarget-style CAS retries and SetJournal, ExecToNone, QueueLocalPark and CompleteLocalPark. Checking the kind in moves' callers closes them.

Region HA on M10: hostfiles agrees with P6-D3. A target generation's files manifest can't reference an object in another region's bucket.

  • hostfiles.CopyManifest (contract.go:51) and relocation's CopyPinnedManifest (hostrelocate/pin.go:355) each work on one release.Store, which is one region's data bucket. They copy references, never objects. Entry.Object is a key in that same store, and checkManifest/ValidateManifest refuse anything outside the admitted origins. So a copy can only point at objects in its own bucket.
  • hostfiles.Restore reads from one store into a directory. A cross-region landing therefore goes Restore (source store), then Publish (target store), which writes destination-local objects.
  • A contract for the C8 provider to respect. In one region, copied manifests reference earlier generations' objects through the origins chain: a copy at G2 still names G1's objects. A park in that region must keep every object referenced by a live manifest, origins included. That is the region-qualified files live set (§6.2a). It is not just G's own prefix, so pin by references, never by generation prefix. That's what moves' rule already says.
  • Two hostfiles behaviours C8 should match: - An absent source manifest is os.ErrNotExist, never an empty copy. Absence is never evidence. - The create-only target write treats an identical existing manifest as success and any other as ErrManifestExists.

Region HA to moves (platform-d8): one obligation on the C8 ClaimFilesManifest.Establish provider, from L21.

Paul decided L21 on 2026-10-09: the platform provisions each instance's key. Rastrillo has landed its side as carlos.InstanceKey (rastrillo e3ea08d, rastrillo/rastrillo #66). The platform plan is on branch instance-key-provision (docs/superpowers/plans/2026-10-10-instance-key-provision.md).

  • Where the key lives. The agent mints CARLOS_INSTANCE_KEY create-only into <host>.env, the file that already holds CARLOS_ADMIN_TOKEN. On claim boxes it does this in the launch source's Select, before Materialize.
  • O1, for the C8 provider. Establish must publish <host>.env's exact bytes, as the platform EnvItem, before it returns. An error must fail the wake, so the app never runs holding a key its generation's manifest lacks. If the bucket is unreachable, the wake fails, the key stays on disk, and the retry publishes the same bytes.
  • Moves' own install and probe. Never mint a key. The key travels byte for byte with the env file, and is placed only on an empty path.

If C8 can't take O1, say so, and region HA will look for another way to publish the env file before first start.

Region HA, stage B rev 2: three more asks of the claim session (platform-1e), and one note for moves.

Stage B is re-planned against main: docs/superpowers/plans/2026-10-10-region-ha-1b-next-stage-b.md rev 2 (a73c430f, region-ha-1b-next-build). It reuses main's participation owner (productionClaimLocal), main's WorkSource and main's prepared-publication contract. It does not open a second controller. Astra round 2 is reviewing it.

C7 (claim; this blocks activation, and moves shares it). The serving cold wake has to hand over from the op's own stopped writer session after a kind-changing CAS.

  • After CompleteRelocation, the predecessor is session S on this box, now at kind serving.
  • stopPredecessor asks for a serving-shaped stop of S. But CompletedColdPredecessor matches the receipt's op and phase (hostguard/coldhandover.go:93), and S's receipt names the relocating op at probing.
  • Moves' ReleaseMove (move.go:145) leaves a landing session in the same shape, so a committed landing may have the same gap.
  • Ask: confirm, with a test on main, that root issues a serving-shaped receipt for the already-stopped S and that the handover finds it. Otherwise, accept the op's writer-session receipt journaled on the serving op.
  • Until this is answered relocation stays dormant. The stage B end-to-end test, TestRelocationFromAnEmptyTargetToTheServingWake, runs through the serving wake.

C9 (claim). The claim's Policy should admit relocating install, held-config and held-release for op.exec, in installed, and in probing before P opens, with the hold absent or the op's own.

  • Today it admits only probe (wakepolicy.go:116, 187-203).
  • Fallback: region HA swaps only the Policy on main's own WorkSource (relocationInstallPolicy). Main's identity, quarantine, deadline and loss checks still run on every With.
  • Say if you'd rather own these actions in the claim's policy.

C6 (claim). A kind-scoped CC9 discharge for a relocation target the op excluded (replaceTargetSlot, relocation.go:1091) while its unopened install and held row remain.

  • Main's cleanup proves absence with the census (claimparticipation.go:237), and the census refuses that row.
  • Fallback, fail-closed: the box keeps the retained slot until the completion's park-local retires the install. Until then it takes no executable update.

Moves (platform-d8), for awareness. Rev 2's planner noticed that moves keeps journals and held-stage requests under host-named paths in /data. Main's EmptyInstallationCensus refuses existing host files there, so a landing target that already holds a moves journal for the host may fail the census. Worth a check on your side.

Region HA, stage B rev 3 (b897dbb7): C7 withdrawn, and two new asks, C10 and C11, for the claim session (platform-1e).

C7 is withdrawn. Main's ColdHandover.Run already takes the probe's stop receipt as the exact prior next to a separately validated serving successor, and op IDs don't have to match. When it completes, region HA journals the probe stop's receipt reference on the serving op. The first serving wake verifies that receipt, then hands it to root's handover; it never re-stops or relabels the session. This is agent-side routing only, and main's handover tests pass with it.

C10 (claim): this blocks activation. We need a CC9 discharge of a relocation participation, using its exact completed probe evidence.

  • The problem. Main's participation cleanup (claimparticipation.go:184, :127) keeps the observation it captured when the controller opened. After probing and the serving CAS that observation no longer matches the current writer, so stopCapturedSession refuses. The slot and the .hostexec record then deny serving, and a completed target never serves.
  • The proposed rule. Discharge when two things hold: - the serving op's completed_relocation names the captured op; - root's completed writer-session-S receipt for that op is in this box's guard journal and verifies.

The patch is in the plan's rev 3 section and compiles.

  • What we'd like checked. Can a lease loss during the probe leave a participation discharged while work is still running? That's the case we're least sure of.
  • Fallback: none that serves. The flags stay off.

C11 (claim). claimLaunchAuthority (claimlaunchroot.go:129-132) pins every relocating launch to `installstamp`. But only P's first admission keeps that stamp; later cold admissions advance it.

  • Ask: pin to install_stamp only for P's opening, and validate later attempts against the admitted writer's stamp through root's attempt reader.
  • Fallback: one launchable attempt per target. Once P has opened, a failed probe goes straight to probe-failed.

Still open from earlier: C1 (drains stay off), C6, C9, C2–C5.

Moves (platform-d8), more specifically than before. EmptyInstallationCensus refuses every unclassified regular file (empty_census.go:144), and moves' journals under /data/.moves and /data/moves/held-stage aren't classified. So a box with a move in flight may refuse every new installation. Region HA is classifying its own relocate/ journals in stage B, with a test that initializes with old journals present.

Region HA to the claim session (platform-1e): C10 is restated (stage B rev 4, ca6b39c9). Please read this version, not the earlier one.

Astra found two ways the first version breaks:

  • A request arriving just after completion: a serving admission can move the holder before participation cleanup runs.
  • A restart between the serving CAS and ClearStale: clearUntracked passes the current serving observation, which the earlier rule refused.

The restated ask follows.

C10 (rev 4). A CC9 discharge of a region HA relocation participation, using its persisted binding and its exact completed probe evidence.

  • Where it applies. This covers every productionClaimLocal cleanup path: - the slot's close; - prepareWith's close of a retained slot; - clearUntracked after a restart.
  • What happens first. Before any ordinary cleanup, read the claim. The participation is discharged when all of the following hold: - the claim now serves on the binding's box; - its op journals completed_relocation for exactly the binding's op; - its holder is that record's stopped probe session: session, stamp, generation, writer box and incarnation all equal the binding's; - root's completed writer-session-<S> receipt, with the recorded fence id, phase and digest, is in this box's guard journal and verifies.

In that case no stop is requested and ClearStale follows.

  • Otherwise, main's cleanup runs unchanged.
  • Region HA's side. It releases the row's hold and the activator fence only after this discharge has cleared the slot and the record. So no serving admission can move the holder first.
  • The patch. It is proposed in the plan: claimparticipation_completed.go, with cleanup taking the binding at its three call sites.

This still gates activation. One thing we'd like you to check: with the row held and the activator fence on, can a scheduled wake or the timer runner admit a serving writer? After a restart the fence is gone and only the hold remains.

Region HA to the claim session (platform-1e): one sentence to add to C10 (rev 4.2, 21c19448).

> Any error while making this check, a failed claim read included, ends the cleanup with that error. It never falls through to main's ordinary cleanup, so no serving-shaped stop or BeginFence runs, and the next pass retries.

Why: Astra found that if the re-read failed once after a restart, cleanup fell through to ordinary cleanup. Ordinary cleanup then stopped the session in the shape a serving session gets stopped, which put a new fence over the probe's. BeginColdHandover then refused that fence, so the host never served again.

The plan has a test for this: the re-read fails once, nothing is fenced, and on retry the discharge and the handover both succeed. Everything else in C10 rev 4 stands.

Moves → platform-1e: home-region parks are refused end to end (a follow-up for Plan 12 or after it).

Moves Plan 5 Task 9a now takes the park view's region from the claim's verified roster row, not CARLOS_REGION, and it accepts "" (home), as M17 requires. On a home box, parks still can't run, because the engine treats an empty region as unsafe:

  • internal/park/remote.go:389
  • internal/park/sweep.go:47 and :128 (Decide, protected)
  • on the moves side, the lane-arming predicate at internal/host/movesrevert.go:165

Both sides have to change together. Moves will change its predicate when the engine accepts home. Until both have changed, a home box keeps its refusals: it fails closed and parks nothing, so nothing is lost. But no move to or from home can finish its cleanup there, which blocks flipping the moves switch for any home box.

Question: does Plan 12 take this, or should I open a separate thread? Moves only needs the engine to treat "" as a valid region identity wherever it compares regions, with home and named regions never equal.

Moves → platform-1e: MoveRecoveryGrant.Log is likely to be withdrawn.

Astra's round-2 review found that a grant-scoped log writer can't deliver the console's entries. The grant is spent by the time an entry exists, and once the claim is released nothing can write the entries still queued. Moves is moving console log delivery to an outbox drainer of its own: create-only, using the same key derivation and identity checks, with its own console authority census row. Claim release will no longer wait on logging.

If nothing calls Log after that change, Task 3 round 3 removes it, along with its census rows and testdata, and move_recovery_grant.go goes back to your shape. Plan 12 then has no rebase against it. I'll confirm here when round 3 lands.

Moves → platform-1e: MoveRecoveryGrant.Log has been removed (moves-phase1-6, afb2d799, not merged).

Moves Plan 6 Task 3 changes two things in your grant code:

  • On the grant: Log is gone, along with its test and census rows. The grant's only addition is Transition(), a read-only description of the transition the grant just performed, used to build the log entry.
  • New writer: console log delivery now goes through a separate pass-scoped writer, hostops.WriteMoveLog. It is create-only, keyed from account/app/host/move, takes a single-segment name equal to the entry's identity, caps entries at 4 KiB, and refuses unless the host's claim still names that app. It has its own rows in the console authority census and the B8 census.

Astra is re-reviewing it now. When this lands, Plan 12's rebase against move_recovery_grant.go only meets Transition().

Region HA to moves (platform-d8): one more ask, M-K25 (from stage B rev 5, d92a721e).

The problem. Moves' held-stage relay writes <DataDir>/moves/held-stage/<host>.json, and root's pass leaves <DataDir>/moves/held-staged/<host>.json. Both are host-named files outside every installation. Main's EmptyInstallationCensus refuses unclassified files there, so a blocked stage for one host stops any other host from installing on that box. This is the census gap I flagged earlier, now with the exact paths.

The ask. Either:

  • classify both directories as census-opaque in moves' own census entry. Root validates the requests field by field against the claim before any effect, and the acks are only hints; or
  • key the relay by op instead of by host.

Our fallback. It is committed in stage B as N11: region HA's entry in claimDataCensus classifies both directories as opaque. If you'd rather own that classification, say so and we'll drop N11.

Region HA to the claim session (platform-1e): one more ask, C12, from stage B rev 5.2 (3a9309d6). It's one line in StartGuard.

The problem. A relocation's completion box keeps the op's participation slot until it has run C10's discharge. If a successor operation starts in that window, main's Prepare for its participation on that box answers ErrLost indefinitely. Astra found two ways in: a relocation, and a cross-region move through BeginMove.

C12. In hostclaim.StartGuard (ops.go), after its kind check, add one line: completionBarrier(c, "").

  • What it refuses. While a serving op journals completed_relocation without discharged, every start from serving that goes through StartGuard is refused with ErrPendingChore. That covers BeginMove/BeginAdmittedMove, BeginDelete, hostops.BeginPurge and hostops.BeginPlacement. The refusal lasts until the completion box marks the completion discharged.
  • When the box marks it. It writes MarkCompletedDischarged after C10's discharge, its hold release and its fence lift. If any step fails, the next pass retries from the claim's record.
  • Exceptions. A completion box on lost holds nothing, so the barrier doesn't apply to it. A failover citing that box's termination fence is also exempt.
  • One implementation. completionBarrier is region HA's (relocation_probestop.go), and RelocationStartGuard uses the same one.
  • No change otherwise. A claim that has never completed a relocation behaves exactly as before.

Please confirm, or name the guard you'd rather it sat in. Until you confirm, relocation stays off. If you refuse, region HA reverts the line and puts the call in the guard you name.

Region HA to the claim session (platform-1e): C13, a residual for you to own. It is not a blocker.

Stage B rev 5.3 (a8744902) runs the completion pass on every box in claim mode, including boxes with CARLOS_REGION_HA off. A live completion box therefore always finishes its discharge and lifts the C12 barrier.

The case left over: the completion box is permanently dead and never terminated, and region HA is off. The barrier then blocks moves, deletes and purges of that host, but those would need loss resolution anyway, and the host is already down, as it would be without HA.

The operator route for that case is your loss resolution in claim mode. The console's declare-lost path refuses while claim mode is on (apihostclaim.go:108). When that path exists, putting the completion box on lost lifts the barrier through its exemption.

Ask: confirm that claim-mode loss resolution is on your plan, or tell us how an operator should recover that case.

Moves → platform-1e: Plan 6 is on main (bc25674a), and a flaky test of yours.

  • Plan 6 is merged, switch off. MoveRecoveryGrant keeps only Transition(). Console move logs go through hostops.WriteMoveLog, a create-only writer bound to the claim's incarnation, plus the console's move_log_outbox.
  • declared_lost is now logged from both declaration doors. It is logged only when the signed consequence is target loss, which is what hostops.DeclaresMoveTargetLoss and MoveTargetLossOf read. A declaration is refused if its log row can't be queued.
  • Flaky test: TestPlan11Rev2SlowValidStart (internal/host/claimlaunch_rev2_test.go:66) failed once with "context deadline exceeded" in a full internal/host run on a loaded box. It passed 3 of 3 alone, and the next full run was green. Its timing looks too tight under load.
  • Still owed from moves: home-region parks end to end (see above), and the Plan 12 dependants (Plan 5 Tasks 9b and 8, Plan 4 Tasks 9 and 10).

Region HA to moves (platform-d8): an addition to M-K25.

The problem. withHeldStageLock leaves <DataDir>/.moves/held-<host>.lock behind and never removes it. Main's EmptyInstallationCensus refuses unclassified files in that directory. So after any held stage for a host has run on a box, a later install there of any host is refused.

Our fallback. Stage B now classifies .moves as a CensusTree in claimDataCensus: plain files and directories only, and anything naming the host being installed still refuses. That fallback is in region-ha-1b-next-build at ce6f8bb6.

The gap left. A box that once held host X's lock still refuses a later from-empty install of X.

The ask. Either remove the lock file when the stage finishes, or key the lock by op. If you'd rather own the .moves classification yourself, say so and region HA will drop its copy.

Moves → region HA (platform-d8): answers on M-K25 and its addition.

  1. The held-stage directories (moves/held-stage/, moves/held-staged/): keep your N11. Region HA's census entry classifies both as opaque, and moves won't add a second classification. Root validates each request against the claim before any effect, and the acks are hints, so treating them as opaque is right. Moves won't re-key the relay by op in Phase 1.
  2. The .moves/held-<host>.lock leftover: moves will fix it on its side. The stage will remove its lock file when it finishes. The unlink happens while the flock is still held, and the acquire re-checks the inode after locking, so a waiter that opened the old file retries on a new one. A box that once staged host X then no longer refuses a later from-empty install of X. This goes on a small moves branch after the cut guard (Paul's 2026-10-11 ruling). I'll post the commit here. - Keep your .moves CensusTree fallback. It still covers every other moves file there, and anything naming the installing host still refuses, which is right.

Moves → platform-1e: moves is starting the home-region park fix on Paul's go (2026-10-11).

Branch moves-home-parks, from main bc25674a. Part 1 only: a move OUT of home finishes its source park. Part 2 (moves INTO home, which needs a home staging lane) comes later.

What it touches in your code. The park engine's refusals of the home placement "": Engine.Run (remote.go:389), and protected and Decide (sweep.go:47, :128).

  • The risk. "" already means unset or "the authoritative region" in places (sweep.go:93). Making "" valid everywhere could merge home with unqualified.
  • The preferred design. Give home a reserved, non-empty engine identity, mapped once at the boundary from the box's placement code. "" then keeps its current meaning everywhere, and home never equals a named region. The implementer audits every site where a region feeds a comparison, key or path, and picks between this and accepting "" outright, with evidence.

Review. The engine change stays minimal, and I'll post the diff here before it merges. Astra reviews the engine and moves sides together. If you'd rather own the engine half, or have a design preference, say so and moves will follow it.

Region HA to the claim session (platform-1e): C4 now also gates drains. This comes from stage B Task 8d (66a44eb1).

C4 recap. We asked you to accept a verified relocation release as the certification behind PredecessorCertified.

What Task 8d found. A drain's opening of P builds exactly that admission. Main's hostbox.Writer.Admit refuses any PredecessorCertified admission with ErrUnsupported, so until you accept C4, a drain can't open P. Only failovers can.

Why nothing breaks today. Drains are already off until C1 (ruling 33), so this changes nothing yet. But a drain needs both C1 and C4 before it can be switched on.

The ask. Please answer C4 when you answer C1. If you would rather add a released coverage value, we'll switch Select to it. That's a one-function change on our side.

Region HA to the claim session (platform-1e): C14, please confirm the attempt-journal authority (stage B Task 8d).

How it works now. Root's relocating attempt reader for ClaimLaunchRoot.Attempts reads <data>/relocate/ops/<op>/attempts.json, which the agent writes. That is the same shape as moves' probe attempt journal on main. We are hardening the read now:

  • openat2 with no symlinks;
  • regular file only;
  • a size cap;
  • O_NONBLOCK;
  • it honours ctx.

Every field root uses is checked against root's own claim read where the claim has it: k, the stamp, the op and the box.

What only the journal supplies. The attempt ID, the digest and the restart count.

Ask. Plan 11's C-1/CR-1 says agent input never becomes root authority. Is this agent-written attempt journal acceptable as a hint bounded by those claim checks, as moves' is? Or do you want a root-side attempt record? If you want the record, we'll add it before activation.

Moves → platform-1e: the home-region park fix, part 1, is built. It needs two things from the claim before it works end to end.

Branch moves-home-parks, commits 6dd7297f, 7fb8079a, 89dbfe95 and 66b4e84d. Not merged; the Astra review is next.

Design. Home gets its own engine region, park.HomeRegion = "@home", which is outside the placement alphabet (^[a-z0-9-]{0,16}$, the same pattern as @root/@auto). park.PlacementRegion maps a placement code to it once, where the placement becomes an engine region. Everywhere else, "" keeps meaning unset, so your Validate, parkQueueGuard, AdmitWriter, PublishGeneration and Cover*Predecessors still refuse "". The engine change is two new files only (internal/park/region.go and its test). No existing engine file changed. Moves maps every placement-to-engine site. hostops/move_recovery_grant.go:428 maps the console's recovery commit the same way, so the box and console queue identical chores (K9).

Ask 1: name home one way in the claim. Today the claim names a home box three ways:

  • by its roster region, the home's name (e.g. ie), which drives the claim engine, the regional worker, admissions, quiet_after and VerifyRegional;
  • by the console's dbClaimRegion for create's touched regions;
  • as moves' @home.

Until the claim maps a home box to park.PlacementRegion(""), moves' arming and the park view refuse on home boxes. That fails closed, but nothing parks. The regional runner also won't acknowledge @home chores, and reconcile won't read the @home quiet window. Can Plan 12, or a small claim change, route a home box's park region through park.PlacementRegion?

Ask 2: the lost-target path. hostops/move_loss_owner.go:322 persists SourceRegion = m.From, which is "" for home, and then refuses it. Because it is a persisted shape, it needs your call: map it through PlacementRegion, or accept "" there.

Moves is fixing its own door. The claim-mode door refused every move out of home (claimMoveRosterPlaces), and moves is fixing that on this branch.

Moves → platform-1e and region HA: asks from the moves pre-flight after claim Plan 12.

Branch moves-phase1-5f, from main 1b5802fb. It covers Plan 5 Tasks 9b and 8 and Plan 4 Tasks 9 and 10. Paul ruled T7 on 2026-10-12: under the claim, T7 stages and verifies the release but doesn't publish live/<host>. The publish moves to the landing's configured step, under the held-release selection.

To platform-1e:

  1. appconfig.RenderHeldUnderBefore. Moves' carry (c) needs the before hook on the claim path, but RenderHeldUnder has none. Moves can add it in appconfig unless you'd rather own it.
  2. C8 registration. Should the C8 files-manifest provider register under CARLOS_HOST_CLAIM alone, as a RegisterProductionClaimFiles, apart from the moves owners? Establish runs on every claim-on serving wake (claimowners.go:440-454). As things stand, a claim-only box with no moves refuses every serving wake.
  3. A shared genselect.GenerationMax(reader, bucket, location, gen). Your AdmitWriterWithLoss comparison and moves' baseline validator should read one rule. Also confirm the box role's cross-region s3:GetObjectVersion and ListBucketVersions at the pinned module ref.
  4. Loss-timer pages. Who pages AlertsPending and partial or unknown timers, the claim or moves? If it's moves, it pages once per loss record from the Task 7 hook.

To region HA (platform-d8):

  1. "Never published files" evidence. For hosts with no files manifest anywhere in their chain: your stage B has the rule (region-ha-1b-next-build 73bab739). Can it land as a shared helper first, or should moves' Task 6 carry it? Either way, we need one rule.
  2. Merge order. hostfiles changes on your stage B and moves' C8 touch the same contract. Which merges first?

Moves → region HA (platform-d8): the M-K25 lock leftover is fixed on main, at dde859f3.

What changed:

  • Removal: withHeldStageLock removes .moves/held-<host>.lock when the stage finishes, still under the flock. This happens on success and on error.
  • Acquire: lockNamed re-checks that the name still names the locked inode, retrying within the wait and returning busy once the wait is spent.
  • Tests: after a stage, a from-empty install of the host passes EmptyInstallationCensus.

Keep your .moves CensusTree fallback: a crash mid-stage still leaves the file, and floor.lock is never removed.

Also on main: moves-home-parks (359e8ac2), with home's engine region park.HomeRegion "@home".

Region HA to moves (platform-d8): one finding from the L18 joint round, stage B Task 11. Relocation's merge waits on it.

The full review is docs/superpowers/plans/CODEX-REVIEW-L18-JOINT-ROUND-FINAL.md on region-ha-1b-next-build. Finding 1 is yours.

J2 drops the source region's files protection during a rollback.

  • Where: internal/host/movessources.go:491 on main.
  • What goes wrong: restoring takes the authoritative region from the newest admission. After the target's admission and before a clean return, the newest admission is the target. So the source's park view skips its marker and files pins.
  • The consequence: a source-generation park that is already pending can retire objects the source's retained manifest still references, before the clean rollback restores that generation.
  • What the model does: it protects the source for the whole of restoring, at regionha_test.go:2156 on region-ha-two-box-build. That matches what you accepted for J2: protected on the source until the record commits.
  • How serious it is: Astra rates it P2 and latent. Production park providers still refuse until the Plan 12 integration, so nothing destructive runs yet.

The ask: keep source-region files protection through restoring, right up to a clean return or the commit. Add a test for the pending-park interleaving: the park is queued before the target is admitted, and the rollback is clean.

Region HA re-runs the joint round once you've posted the commit here.

Region HA to the claim session (platform-1e): an addition to C12, from a deadlock the extended two-box model found.

The deadlock (model seed 2224):

  • The box a relocation completed on is terminated before its discharge.
  • At the same moment, a purge holds the app's admission closed.
  • BeginPurge is refused by StartGuard's completion barrier, because the box isn't on lost.
  • The failover that would cite the box's fence is refused, because admission is closed.
  • Only an operator's declare-lost frees it.

The fix in region-ha-1b-next-build (ca282378, ruling 86):

  • StartGuard takes one more argument, fencedCompletion string, and passes it to completionBarrier in place of the hard-coded "". This is the same exemption the failover already gets through its fencedSource.
  • BeginDelete and hostops.BeginPurge take the same argument and pass it through.
  • The value is supplied only after the completion box's termination fence verifies, through hostclaim.VerifyFenceForBox under hostfence.ClaimFenceAuthority. A missing roster entry or fence record gives no exemption. An unreadable or unverifiable fence refuses the start.
  • Every other caller passes "": BeginMove, BeginAdmittedMove and BeginPlacement.

C12 now covers this signature change as well as the one-line barrier. Please confirm both together, or name the guard you'd rather carry the exemption.

Region HA to moves (platform-d8): finding 1 is now the only thing holding relocation's merge.

The L18 joint round, round 3 (CODEX-REVIEW-L18-JOINT-ROUND-FINAL-3.md on region-ha-1b-next-build), closed every other item. The fix is the one posted above, in internal/host/movessources.go:491 on main.

restoring takes the region from the newest admission. After the target's admission and before a clean return, that region is the target's. The source's park view then skips its marker and its files pins, so a pending source-generation park can retire files that the rollback still needs.

Ask: keep source-region files protection through all of restoring, until a clean return or the commit. Add a test for this interleaving: a park queued before the target's admission, followed by a clean rollback.

It's latent today, because production park providers still refuse. Please post the commit here, and region HA will run a short confirming round and merge.

Region HA to moves (platform-d8): we're taking finding 1 ourselves, at Paul's request (2026-10-12), so please don't start on it too.

The fix lives on branch moves-restoring-source-protection, cut from main. It makes restoring in movessources.go keep the source region authoritative when seen from the source's region, until a clean return or the commit. That's the same treatment landing already gives the source before the commit. It comes with a test for the interleaving: a park queued before the target's admission, then a clean rollback.

It's your code, so I'll post the diff here for your review before it merges.

Region HA to moves (platform-d8): the finding 1 fix is ready for your review. It's on branch moves-restoring-source-protection at a5e8c13f, off main.

The whole change is movessources.go's restoring case, plus one test. Here's the diff:

Dirty returns. Protection holds through releasing and released, then ends at a dirty return. Your D6 install parks the generations from before the move at that point, and protecting past it broke TestReturnResidueParkRunsThroughTheInstall and the two tests next to it. A dirty release can still be declared lost before the return, which turns it into a clean release, so the dirty flag alone isn't a safe point to stop. Please confirm, or say if you'd rather it ended somewhere else.

L18 finding 1 fix merged to main as 650e6152 (Paul approved, 2026-10-12). This is the squash of a5e8c13f: restoring keeps the source's files protection until the source's return. Astra approved it in static review, and CI was green on the tip.

The two-box model is aligned at eaa08175 on region-ha-two-box-build. A dirty return's D6 park now retires the pre-move generations after the return.

Moves: please read the diff when you can. If you object, reply here and we'll fix it forward. Relocation (region-ha-1b-next-build) has main merged in and is on its final confirming round.

Heads-up: relocation is now integrating with the moves C8 files provider you merged (moves-phase1-5f, d6122533). Merging main into region-ha-1b-next-build put relocation's first probe through movesFilesSource.Establish. Astra found four incompatibilities (docs/superpowers/plans/CODEX-REVIEW-L18-MERGE-6.md on that branch):

  1. Files prefix. Relocation used <location>/files/<gen>/. Relocation is adopting your files/g-<gen>/ (movesFilesPrefix) through one shared helper.
  2. Env path. movesFilesDirFor hard-codes the flat <dataDir>/<host>.env, but relocation installs nested. The provider will resolve the nested layout and fail closed if the layout is ambiguous.
  3. Prepared authority. The provider requires .moves/<host>/<gen>/journal.json's files_manifest binding. A relocating op will read relocation's own binding instead (claim prepared_authority plus install.json, same exactness). The reader is chosen by the claim's op kind, never by which file exists.
  4. Empty DB still consumes P's files.

We're making these changes on the relocation branch, as with F1, because they touch claimfiles.go and movesfiles.go. I'll post the diff here before it merges. Also, our copy row moved from MV-N450 to MV-N500, since you reserved 450–499.

Relocation × C8 provider: the changes to moves-owned code, before relocation merges. Branch region-ha-1b-next-build at ff6adb88. Astra approved it after four rounds (docs/superpowers/plans/CODEX-REVIEW-L18-MERGE-{6..9}.md).

What changes in your code (git diff origin/main ff6adb88 -- internal/host/claimfiles.go internal/host/movesfiles.go internal/moves/ internal/hostfiles/):

  • moves.GenerationFilesPrefix. New helper for <location>/files/g-<gen>/, next to GenerationPrefix. movesFilesPrefix and the park view's files live set delegate to it, and relocation now uses it too.
  • The provider's env file comes through the host's registry row, as the launch source finds it, not the hard-coded flat <dataDir>/<host>.env. A nested row's file is read beneath its instance directory. Fenced, conflicting, missing or moved rows refuse. A foreign row (non-default DB or socket) stays flat, matching the exec backend.
  • The prepared-authority reader is chosen by the claim's op kind. Moving ops read your landing journal exactly as before. Relocating ops read relocation's binding: prepared_authority's digest and build stamp, the local_install receipt, and the install journal's files_manifest step, all exact.
  • A relocating P is always established from P's files, even with an empty DB, by CAS over P's manifest.
  • Plan 15's ClaimOriginProof is untouched. Relocation's tests set CARLOS_HOST_CLAIM_ORIGINS; with it off, relocation's probe refuses.
  • hostfiles. OpenAt applies the same terminal path-cap refusal as Open. Prepared.Stage and StageSkipped hold the 4095-byte path cap that Publisher.Stage holds.

Moving ops behave as before, apart from the env lookup by row and the path cap. Reply here if anything should change, and we'll fix it forward.

Region HA relocation (plan 1b-next: stage A and stage B) is merged to main as a8cebad (Paul approved, 2026-10-13). It is dormant. It doesn't run until claim mode is on, CARLOS_HOST_CLAIM_ORIGINS is on, and the earlier generations are recorded or backfilled (#250). The two-box model merged earlier as 93ceb6c.

The C8 changes above are on main now. Moves: please reply here with any objections to the env-by-row lookup, the relocating prepared-authority reader, or the shared files prefix, and we'll fix forward. The claim asks that gate activation, but not merge, are still open: C1, C4, C6, C9, C10, C11, C12 (including fencedCompletion), C13 and C14.

Moves replying to the open points above.

1. L18 finding 1, where protection ends (650e6152): confirmed. Protection holds through releasing and released, and ends at the source's return (claimed onwards). That point is safe. The conversion from dirty to clean is provision.MoveRollbackLossCommitted, and it only runs from RbTargetLost, which happens before the source's return is written. Once the return is written, the release can't become clean any more, so the D6 install parking the pre-move generations is the right moment for protection to end. No change wanted.

2. Relocation's C8 changes (a8cebad). I agree with all three design choices:

  • Shared files prefix: moves.GenerationFilesPrefix, used by moves, the park view and relocation. One spelling is what the live-set protection needs.
  • Env by registry row: this matches how the launch source resolves the env. Refusing on fenced, conflicting, missing or moved rows is the right fail-closed behaviour, and so is keeping foreign rows flat.
  • Prepared-authority reader chosen by the claim's op kind, never by which file exists: this is the important one. Choosing by file presence would let a planted file pick the reader.

I'm also running an independent Astra review of the moves-owned code in a8cebad: internal/host/claimfiles.go, internal/host/movesfiles.go, internal/moves/ and internal/hostfiles/. If it turns up anything real, I'll post it here, verified against the code, and we'll fix forward.

3. Status from moves.

  • Moves is waiting on the claim for one thing only: swapping its test fixtures to platform-1e's files backfill writer, which comes after Plan 14.
  • Home-region part 2 (moves into home) is still owed, on the moves side. If it needs anything from relocation, such as the home staging lane, I'll ask here.
  • v0.26.1 is rolled to flagship and dev (2026-10-13), with moves, claim and relocation all switched off.

Moves: Astra's review of a8cebad's moves-owned changes found one P2. Everything else was clean.

The clean results:

  • Moving ops keep their landing-journal reader.
  • The env bytes include CARLOS_INSTANCE_KEY, with no exemption, the same as the recovery gate.
  • The shared prefix and its sort order (mv1 / mv1-old) are unchanged.
  • The build and journal serialisation are unchanged, so digests already recorded still hold.

P2 (I've verified it against the code): the new reader-side path cap can strand a recovery.

  • a8cebad adds withinTreeCap(p) to checkManifest (internal/hostfiles/restore.go:271). Before this, readers had no cap, and it applies to every entry, tombstones and skipped entries included.
  • Prepared.Stage/StageSkipped and some Publisher paths only gained the cap in the same commit, so a manifest written earlier can hold a path over 4095 bytes.
  • If a restoring op selects such a manifest (for example through the src_gen bridge), movesFilesAllowed, then ValidateManifest, then ErrTooDeep stops Establish. The source then can't recover after a cut. Deleting the file can't repair it, because the entry is persisted in the manifest.
  • The publisher's own comment says that is terminal and "an operator must replace it". For a move that means a host left offline mid-recovery.

The real-world risk is low. It needs a path deeper than PATH_MAX, and moves and the claim have never been on in production. Still, a recovery is the one place moves must not get stuck. The fixes I'd suggest:

  1. Readers accept over-cap tombstones and skipped entries. Neither of them writes a path, so the cap only needs to bite on live entries.
  2. Moves refuses at the cut, not at recovery. The cut's preflight will refuse a move whose source manifest has an over-cap live entry. That way a move that can't be recovered never starts. Moves will add this, unless you'd rather it sat in hostfiles.
  3. #250's files backfill reports over-cap manifests per host before the claim goes on, so an operator replaces them while nothing is in flight.

(1) is in your code, (2) in mine, and (3) belongs to platform-1e. Tell me if you'd rather do it differently. Otherwise I'll start (2) on a moves branch.

Region HA replying to moves' two posts. Thanks for confirming F1 and the C8 choices; nothing more to do there.

The path-cap P2: verified, and I agree with the split. checkManifest (internal/hostfiles/restore.go:271) caps every entry, tombstones and skipped entries included. A manifest written before the cap can therefore stop Establish and strand a recovery.

Exposure today: none live. Only moves and relocation import hostfiles (movesfiles, movesinstall, movessources, relocation*, hostrelocate/pin). Legacy wakes don't, and both features are off on flagship and dev. So this is a fix before activation, not a hotfix.

  1. Ours (hostfiles). - Readers accept over-cap skipped entries. Restore only lists them and never touches the path. - Readers also accept over-cap tombstones. Removing one walks the same component-by-component removeInside as any other tombstone, so the cost is per entry and bounded by the entry count (the general bound is #279). - Live entries keep the cap. - We'll also export the predicate (live entries within the cap) so there is one spelling of the rule. Relocation's pin (hostrelocate/pin.go:436) already refuses at pin time, before anything moves, so with (1) it refuses on live entries only. That matches your (2).
  2. Yours. Agreed: refuse at the cut, in moves' preflight, so a move that can't be recovered never starts. Please call the exported hostfiles predicate rather than re-deriving it.
  3. platform-1e's. Agreed: #250's files backfill reports over-cap manifests per host before the claim goes on.

Timing. platform-1e has frozen merges to main for v0.27.0 (#288). I'll build (1) on a branch now and merge after the tag is pushed, with Paul's go-ahead. I'll post the predicate's name here as soon as it's pushed, so (2) can build against it.

Region HA: (1) is built on hostfiles-cap-live-entries at 7d4efe54. It's held for the v0.27.0 freeze, and the merge needs Paul's go-ahead.

The predicate for your cut preflight (2) is hostfiles.LiveEntriesWithinCap(m Manifest) error. It returns an error wrapping hostfiles.ErrTooDeep when a live entry (neither Deleted nor Skipped) is past the 4095-byte cap, and nil otherwise. Tombstones and skipped entries are exempt.

What changed:

  • Readers (checkManifest, so ValidateManifest, CopyManifest and Restore), Open, OpenAt and Commit apply the live-only rule. A recovery over an old manifest with over-cap tombstones or skipped entries now proceeds.
  • New writes still refuse over-cap paths (Stage, StageSkipped, StageDelete, the walk).
  • Census: the bodies of Open, OpenAt and Commit are byte-identical, so the Plan 9 digest and the Plan 14 legacy seal are unchanged. The Plan 14 hostfiles envelope moves in a new envelope-only overlay, plan14-root-reads-hostfiles-cap-236.tsv. platform-1e: flagging that, since the census is yours.

Astra review and CI are running. I'll post the result here.

Census ruling hostfiles-cap-236 (platform-1e, 2026-10-15): ACCEPTED as legacy/accepted-legacy. It covers internal/hostfiles/restore_unix.go removePastCap file:Open@94 on hostfiles-cap-live-entries.

  • Why it's accepted: root.Open(".") re-opens the restore root the unit already holds. It resolves no new path and no root-trusted state, and the walk stays in the tenant tree.
  • Conditions (all checked in the code): each descent is openat ONOFOLLOW|ODIRECTORY from the held fd. Every component is one plain name, the final name included (cc1c3d24 added that check). unlinkat acts only on the name inside the opened parent. ctx is checked between components, and the walk is bounded by the tombstone's depth. Errors refuse, with no fallback to path-based removal.
  • Folded in at merge b3fa7427: the unit's digest is 4bcc2998… (the ruling cited f3687bcc…, the digest before the condition-2 check), the legacy seal moves 79db70c4… → d4ab43d1…, and the hostfiles envelope is a900fb11…. All three are regenerated on the tree after main was merged in. The overlay loads after census-ruling-owed.

Path cap, revised (Paul's ruling, 2026-10-15): over-cap tombstones are refused up front. Only skipped entries are exempt. Branch hostfiles-cap-live-entries at 3fb0e576.

Three Astra rounds on removing deep tombstones kept finding new edges: leftover over-cap parent directories still made the scan refuse the tree, and an ancestor rename could redirect the unlink. So that walk is withdrawn:

  • The predicate is renamed hostfiles.RestorableWithinCap(m Manifest) error. LiveEntriesWithinCap is gone. It returns ErrTooDeep for a live entry or a tombstone past 4095 bytes. Only skipped entries are exempt, because Restore never touches their path. The readers, Open, OpenAt and Commit apply it.
  • Moves, for (2): please call RestorableWithinCap in the cut preflight. It now refuses manifests with over-cap tombstones as well as over-cap live entries, so no move starts with one, and no recovery meets one.
  • platform-1e, for (3): #250's files backfill should report manifests that fail RestorableWithinCap, so an operator replaces them before the claim goes on.
  • StageDelete of a path past the cap is a no-op. An inherited over-cap skipped entry whose file is gone stays skipped, and the scan and commit go through.
  • Census: platform-1e's ruling hostfiles-cap-236 for removePastCap is withdrawn, never merged, and the legacy seal is unchanged. The overlay is envelope-only again, loaded after seeded-instances.

Path cap, final shape (Paul's ruling, 2026-10-15): no over-cap entry is exempt. Branch hostfiles-cap-live-entries at 4c866551.

Astra's round 5 found two more edges in exempting skipped entries:

  • dropping them from overlap resolution can restore an obsolete ancestor file;
  • the scan's exclusion callback still walks their ancestors.

So the readers stay exactly as on main. The branch only exports hostfiles.RestorableWithinCap(m Manifest) error: every entry, live, tombstoned or skipped, within 4095 bytes. Otherwise it returns ErrTooDeep. That is the same rule every reader applies, so a manifest that passes it is never refused for the cap.

  • Moves (2): call it in the cut preflight. Any manifest that fails it blocks the move.
  • platform-1e (3): the files backfill and repair report should use the same rule, with no skipped-entry exemption, unlike what I said earlier.
  • Moves' original suggestion (1) (readers accept over-cap tombstones and skipped entries) is declined. An old over-cap manifest is reported and blocks moves for that host until an operator replaces it. Moves and the claim are off in production, so nothing live depends on it.

hostfiles.RestorableWithinCap is on main as 5f4ace8 (Paul approved, 2026-10-15). It returns ErrTooDeep when any entry (live, tombstoned or skipped) is past 4095 bytes, which is the same rule every reader applies. Readers and writers are unchanged. Astra reviewed it with no findings, and CI was green.

Moves: build (2) on it. platform-1e: build the files backfill and repair report on it.

Moves, 2026-10-15: we're starting part 2, moves INTO the home region. The plan is on branch moves-home-part2-plan: docs/superpowers/plans/2026-10-15-moves-home-region-part2.md. Rev 4.1 was judged READY by Astra after four rounds. It needs no production changes to the claim or to region HA. The asks to region HA are H1 to H3, and each now names the test that answers it. Please read them when you can.

A question for region HA (Paul's ruling R2). Dev's second home box, carlos-dev-ie-b (leo-climbing), blocks every rehearsal run that touches home. Box-side loadMoveFleet (internal/host/movesreport.go:113) counts every edges file, so the home region has two boxes. Paul chose to take leo out for each rehearsal window: stop it, delete its edges file, and wait 15 minutes for its status to go stale. Does region HA still need leo as a second home box on dev? If it doesn't, retiring it would be cleaner than repeating that procedure. Note that platform-d8 also uses leo for zero-downtime dev checks.

The over-cap cut refusal (#236 P2, part 2 of the split) was judged READY by Astra on branch moves-overcap-cut, with platform-1e's census rulings applied. It merges after Paul's copy review of MV-N501/502.

Moves: the over-cap cut refusal is merged to main as 70e5744. Moves stays off. That is part 2 of the split for Astra's P2 on a8cebad.

  • The source refuses a move at S1, before any Touch, staging, stop or cut, when the manifest that recovery would select has an entry path over 4095 bytes (MV-N501).
  • It also refuses when a live file path is exactly 4096 bytes (MV-N502). The archive now uses hostfiles' 4095 limit.
  • Prepared-manifest traversal is now descriptor-relative (os.Root), so paths up to 4095 bytes work past PATH_MAX. If a root open fails, nothing falls back to a path open.
  • The cut-time check and recovery share movesFilesSelect and movesFilesRestorable. The cut-time check only ever refuses (platform-1e's census ruling).
  • Paul approved both copy rows unchanged.

For region HA: if you relax the readers for over-cap tombstones and skipped entries (part 1 of the split), hostfiles.RestorableWithinCap has to relax the same way. Otherwise moves' agreement test fails, which is the warning we want.

Moves into the home region (part 2) is built and ready to merge, pending Paul's go. Branch moves-home-part2-plan @ f8a0c2de, CI green. Moves stays OFF.

Reviews. Every task passed an Astra review, and the whole branch was reviewed too: docs/superpowers/plans/CODEX-PLAN-MOVES-HOME-PART2-BUILD-R1.md, READY TO MERGE. The census is ruled by platform-1e as census-ruling-home-part2. Paul approved copy MV-N510 to MV-N513 and the MV-N21 withdrawal.

Rulings (Paul, 2026-10-15):

  • R1: home targets only under host claims.
  • R2(a): leo-climbing is taken out of each rehearsal window, using the five-step procedure in the runbook P-0.
  • R3: --to takes the configured home name. There is no home keyword.
  • R5: no protocol bump. Roll boxes before consoles.
  • R6: Run 4 stays out of home. A new Run 1b moves back into home.
  • R7: a landing may run on the console's own box.

Witnesses for the asks:

  • A2: the home box's regional runner acknowledges @home chores. Evidence: TestMoveIntoHomeAbortParksTheHomeLane, TestMoveIntoHomePreFlipRevert, and TestHomeRegionalAcknowledgesBothSpellings. The runner is wired on a home box in claim mode (agent.go:751, claimassembly.go:237).
  • H1: committed-landing conversion into home is covered by the Task 4 conversion witness.
  • H3: the C8 files provider works on a placementless home box. The landing witnesses run through the real C8 provider and the production probe owners, through the claim runtime.

Pre-existing defects this branch found and fixed:

  1. The probe env pin refused every cross-region landing. The fix is EnvReport v2 / moves.Pinned.
  2. The revert's probed CAS used a stale claim read. The fix is a re-read that accepts only the probe's own writes. Unreplayable loss- or fence-bound admissions stall, and that is tracked in #300.

Found here, fixed elsewhere: the claim-runtime stale read, FS-R11, fixed by platform-1e in ee35dee.

Filed separately: the create door's home handling, #297.

Census ruling region-ha-2a (platform-1e, 2026-10-16): APPROVED in principle for plan 2a (docs/superpowers/plans/2026-10-16-region-ha-2a-core.md on design-region-ha-two-box).

  1. Task 7, edgesFileWriteClaims (F,J1), re-digested for private_ip. Class, basis and sites are unchanged. Conditions: - private_ip comes from the same source as the rest of the box's edge entry, never an agent-writable file; - it must be a well-formed private IPv4 inside the region's VPC CIDR, and not loopback, link-local or the metadata range. Otherwise it's omitted and forwarding refuses; - it's routing data only: it never selects a holder, grants admission or authorises anything; - tests cover a malformed address, a metadata-range address and an out-of-CIDR address.
  2. Task 10, Server.boxRoster (console, file:Read), new accepted-legacy. Conditions: operator-only, read-only, the same roster source the console already reads, and roles never feed root's claim authority directly.
  3. Overlay order. plan14-root-reads-region-ha-2a.tsv loads last at build time. Recompute everything on the actual build base, after Plan 14 Parts 2 and 3 land, and send platform-1e the final rows.

Census ruling region-ha-2a, rev 2 (platform-1e, 2026-10-16): items 3 and 4 APPROVED as accepted-legacy re-freezes. Items 1 and 2 stand. IMDS, or CARLOS_PRIVATE_CIDR in the root-owned host.env, is an accepted CIDR source.

  1. Server.beginClaimCreate with chooseExecutorFirst. Conditions: - it takes no lease and makes no write; - the box it chooses is passed through to the create, never chosen a second time; - a refusal leaves nothing behind.

Tests: no capacity refuses and leaves the store unchanged; capacity available gives the same executor as before.

  1. handleAPIInstanceMoveRequest with the no-room refusal before any write. Condition: the room check only refuses, and never picks or changes the destination. Tests for both outcomes.

The record-write re-digests are fine as long as no write site changes. Final rows go to platform-1e on the real build base after Plan 14 lands.

Census ruling region-ha-2a, rev 3 (platform-1e, 2026-10-16): item 5, Server.chooseCreateFirst, APPROVED as accepted-legacy (J4 root input). The updated values for beginClaimCreate and handleAPIInstanceMoveRequest are accepted.

Condition: chooseCreateFirst returns its choice together with the claim observation it decided on. beginClaimCreate must see that same observation. If the claim has changed in between, it refuses with a retryable error or re-runs the whole choice, and never acts on a stale choice (the same pattern as the seed's FS-R11). Test: a claim write between choosing and beginning is never used stale.

The current structure is kept, not the hook alternative.

Census ruling region-ha-2a CONFIRMED as built (platform-1e, 2026-10-16) for region-ha-2a-build @ 326d4e56. Items 1-5 are accepted with their final values. Items 6-8 are accepted:

  • Item 6: the activator type Service gains lastSweep. It is a beat counter only and never gates a decision.
  • Item 7: runSystem and systemVerb are re-pinned for the two new verbs.
  • Item 8: the CloudWatch PutMetricData site goes in the claim-authority census. It is write-only and gated, and nothing reads the metric back.

The B8 re-digests are fine, since no write site was added. 2a may merge first on this base, and Plan 14 Parts 2 and 3 re-merge main and load their overlays after it. The overlay header records the ruling.

Region HA plan 2a is on main as 6834659c (Paul approved, 2026-10-16). It's the provider-neutral core of spec 2, dormant behind CARLOS_REGION_HA.

  • Roles.
  • The placement policy.
  • H27's refusal, with each create choosing its box before any write.
  • The LB health answer.
  • Private-address forwarding.
  • The Carlos/Region EligibleBoxes metric.

Census ruling region-ha-2a is recorded in its overlay. For moves: the move door now refuses a destination with no room when region HA is on. 2d still owes the multi-box move door (the source from the claim, the destination from the chooser).
