activator: TestMaintenanceFenceSerializesSidecarSweepReplacement fails under a full gate's load (15 ms maintenance deadline) Issue open
The full local gate on the design branch design-replicator-pinned-root at c824ed81 (2026-10-03 11:42, make test with every package in parallel) failed on one test this branch does not touch:

The test gives FenceAndStop a maintenanceContext(t, 15*time.Millisecond) and expects ErrStopUnproven; under the full run's load it got ErrFenceNotInstalled instead. Alone, under the gate's environment (-exec wrapper, GOTMPDIR), it passes five of five. Every earlier gate on this branch passed it. The test and the assertion come from 4b8e76a9 (isolated exec, plan 3).
A flaky test is a defect: either the 15 ms deadline needs a margin that survives a loaded box, or the fence's installation needs to be ordered before the deadline can fire. Filed for the activator's owners; the design branch reruns its gate on its next tip and records this failure as unrelated.
