edges files: republish on route mint/retire so home-map convergence stops dominating residence moves Issue open

Still outstanding: Republish edges files on route mint and retire, so home-map convergence stops dominating residence-move latency.
---
Measured in the #331 rehearsal (2026-08-29): after a cut, the record flips ~17s and the target box mints ~73s later (serial nudges, #362) — but end-to-end serve-from-target was 357-700s because the HOME MAP lags: each box's edges file republishes on the 5min+jitter loop, and remote edges mirror it at 30s. A route mint or retirement is a placement event; the edges-file pass could run (change-gated, so no extra writes when nothing moved) at the end of every serial-triggered fast-converge pass, closing the window to the 30s mirror poll. homemap.go's own doc already records that home moves heal in minutes — this is the knob that makes it seconds. Until then the #331 freeze budget is ~6 minutes worst case (recorded on the issue).
