intent: point agents at the backlog before they start guessing
The work now lives in this repo's discussions, split into a web track for remote agents and a native track for local ones, with the golden vectors blocking both. An agent that clones and reads only AGENTS.md would have no idea any of that exists, so AGENTS.md names the map. It also names the claiming convention, because amadan has no assign verb and a reply is the only thing standing between two overnight sessions and the same branch built twice.

+## Picking up work
+
+The backlog lives in this repo's **discussions**, not in this file.
+**Discussion 18, "START HERE", is the map** — the two tracks (`web/*` for
+remote agents, `native/*` for local), the dependency order, and the
+claiming convention.
+
+Read it before claiming anything. In particular: amadan has no assign or
+claim verb yet (filed as `amadan/amadan` 36), so claiming is a **reply**
+on the discussion, and skipping that step is how two agents end up
+building the same thing overnight.
