Deferred from v1 (AGENTS.md, decision 7).

Trigger to build: 1PUX import is shipped and a real user asks.

Worth noting when this is picked up: Apple Passwords exports CSV, which loses item types and structure, and the overlap with the AutoFill Credential Provider extension (slice 3) may make import the wrong verb for these users entirely — they may be better served by the OS integration than by a one-off file import. Decide that before building.
